Traveling abroad by car: what documents are required to leave Ukraine

Before leaving Ukraine by car, it is important to prepare a full package of documents in advance to avoid delays at the border and problems during the trip. Experts remind that checking documents is a mandatory stage of control at the checkpoint, and even the absence of one of them may be grounds for refusal to leave.
[Kommersant found out what papers and documents Ukrainians planning to travel abroad by car need.
As explained by the State Customs Service of Ukraine, first of all, the driver must have a passport of a citizen of Ukraine for traveling abroad or another document entitling him to cross the state border, as well as documents required for re-entry. The car must have the identification mark of the state of registration.
The driver’s license must meet the requirements of the country of destination. In most cases, a Ukrainian license is sufficient, but some countries require an international license.
Insurance and registration documents
One of the key conditions for departure is the availability of a contract of compulsory civil liability insurance for vehicle owners – the so-called “Green Card”. This policy is valid in the territory of the countries participating in the international insurance system and covers losses in the event of an accident abroad.
A state registration license plate and a vehicle registration certificate are also required. It is worth remembering that individual license plates are valid only on the territory of Ukraine.

Technical inspection for Romania and Moldova
To enter the territory of Romania and Moldova, you will additionally need a protocol or certificate of inspection of the technical condition of the car. This is a requirement of local regulations that applies to all foreign vehicles.
Experts advise preparing documents in advance and keeping them in easy access. This will not only reduce the time for border control, but also ensure a comfortable and safe trip.
EU approves new entry rules: how border crossing will change
On July 8, the European Parliament finally approved the introduction of a new entry-exit system (EES) at the EU’s external borders. It should be launched in the fall and cover all Schengen countries within 180 days.
The EES system will automatically record the data of third-country nationals crossing the EU border on short-term visas or under the visa-free regime. This includes name, type of document, time and place of entry or exit, as well as biometric data such as fingerprints and face photos.
The goal is to increase security, speed up the border control process and reduce queues,” the European Parliament said.
How the system will work:
- eES deployment will take up to 180 days;
- each Schengen member state will decide when to connect;
- according to the schedule, 10% of crossings should be registered in the first 30 days, 35% – by the 90th day, and all crossings should be registered by the 170th day;
- in case of technical problems, the launch may be temporarily suspended.
Physical stamping of passports will no longer be required – all records will be kept electronically. The system will also be used by border guards of all Schengen countries in real time.
For the innovations to come into force, the decision must still be formally approved by the EU Council. After that, the document will be published in the Official Journal of the EU. Three days after publication, the law will enter into force.
Within 30 days, the eu-LISA agency will have to develop a pan-European launch plan, and member states will have to develop their national plans. Once the plans are approved, the European Commission will set a start date for the 180-day rollout period.
Ukrainians traveling to Europe on a visa-free basis will also be subject to the new system. Biometric data collection, electronic registration and the absence of passport stamps are the main changes they may face at the border in the fall.
