The “SvitloDom” program: the government has simplified the procedure for obtaining assistance

The government has simplified and accelerated the procedures for obtaining assistance under the “SvitloDIM” program.

This was reported by the Ministry of Community and Territorial Development, according to "Komersant Ukrainian".

“The list of documents that can be submitted by representatives of co-owners of houses to receive assistance under the government’s SvitloDIM program has been expanded,” the statement said.

The Cabinet of Ministers has approved the relevant amendments to Resolution No. 106, which will significantly simplify and speed up the procedures.

Now, the characteristics of a building — in particular, the number of floors, entrances, and boiler rooms — can be confirmed not only with a technical passport.

Documents on the commissioning of the building, technical inventory, or energy efficiency certificate are also acceptable.

It is important that they contain pages with the address and basic information about the building: number of floors, number of entrances, floor plans, engineering systems, etc., the ministry notes.

If such documents are not available, they can be replaced by a certificate from the local government or its executive body (in Kyiv — the district state administration) containing such information.

“The Ministry of Development Commission reviews applications daily in order to provide financial support to buildings under the program as quickly as possible,” said Natalia Kozlovska, Deputy Minister of Community and Territorial Development.

More than 900 applications have already been processed, and we see that applicants often add, for example, technical inventory certificates to confirm the characteristics of the building.

According to her, such documents were not previously included in the list, so the commission could not take them into account.

“That is why the list has been expanded. Our goal is to cover as many buildings as possible with the program so that co-owners can purchase the necessary equipment and have heat, water, light, and stable operation of vital systems,” she emphasized.

Cases where the address of a building has changed after its completion, but the address of the construction site is still indicated in the submitted documents, have also been regulated.

In such a situation, representatives of the co-owners must add a decision on assigning a new address to the building or on clarifying (changing) certain details of its address.

This applies to situations where the address was changed after the building was commissioned and a new address was assigned.

Where exactly in Ukraine is the program operating?

According to information from the ministry, in the first stage, the “SvitloDom” program is operating in Kyiv and the Kyiv region.

It is also reported that the recipients of assistance on behalf of the co-owners of the building may be:

  • associations of co-owners of multi-apartment buildings (OSBB);
  • building managers;
  • housing and construction (housing, service) cooperatives.

In order to participate in the program, it is necessary to “go through” four basic “steps.”

Step 1. Submit an application

To become a participant in the program, you must first submit an application on the website svitlodim.gov.ua (through the electronic office on the “Dія” portal).

The ministry advises applicants to prepare before submitting their application.

In order to receive assistance, the recipient must also open a current account with a special usage regime at a bank that is a partner of the program.

It is specified that the list of banks is available on the website of the Ministry of Development of Communities and Territories of Ukraine and is regularly updated (as new institutions join).

According to the ministry, the application must include:

  • the recipient’s details;
  • information about the house;
  • what equipment is planned to be purchased;
  • what equipment has already been installed (if any).

“The package of documents is minimal — only what is necessary to make a decision,” Ukrainians were told.

Step 2. Application review and decision approval

All applications to participate in the program are submitted to a special commission at the Ministry of Development:

  • review – in order of receipt
  • priority is given to buildings that already have a contract with a supplier and can install the equipment within 45 days

“The commission reviews the documents and decides whether to grant assistance or refuse,” the ministry explained.

It is noted that a refusal is only possible if:

  • the application contains incomplete or inaccurate information;
  • the application lacks the necessary documents;
  • the energy emergency in the community has been canceled.

The applicant will receive notification of the decision online via the “Dія” portal on the day it is made. All decisions of the commission are published on the website of the Ministry of Development,” citizens were informed.

Step 3. Receiving funds and installing equipment

After the application is approved, the funds are transferred to the recipient’s special account within 48 hours.

The funds must be used to install the equipment within 45 days.

“If the money is not used, it is automatically returned to the state by the bank,” the ministry said.

Step 4. Reporting on the use of funds

The final step in the program is reporting.

This means that within 30 working days after the equipment is installed, a report must be submitted via the electronic office on the Diya portal.

The report should include:

  • a list and cost of the equipment;
  • confirmation that it has been installed and is working, and that the funds have been used for their intended purpose.

Copies of invoices/acts and photos of the equipment must be attached to the report.
