Suspicion against former head of State Medical Service: what NABU is charging him with

The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have notified the former head of the State Service of Ukraine on Medicines and Drugs Control (SSUMDC) that he is suspected of making false declarations. This is a possible violation of Part 2 of Article 366-2 of the Criminal Code of Ukraine. This was reported by "Komersant Ukrainian" with reference to NABU.

Law enforcement officials did not specify which head of the State Service of Ukraine on Medicines and Drugs Control was involved, but indicated that he was dismissed in early 2026. As a reminder, on January 8, the Cabinet of Ministers dismissed Roman Isaenko from this position.

According to the investigation, the former official did not declare a residential building in the Kyiv region, which was registered to relatives but was actually used by him and his wife.

What the former official is suspected of

Law enforcement officers have established that the annual declarations for 2022-2024 do not contain information about real estate located near Kyiv.

According to the investigation:

  • the house was used by the suspect;
  • the property was registered in the names of relatives;
  • the property was subject to mandatory declaration.

The name of the suspect has not been officially disclosed, but it is noted that he was dismissed from his position in early 2026.

What is known about Isaenko

Earlier, journalists from Bihus.Info reported on possible links between the former leadership of the State Service of Ukraine on Medicines and Medical Devices and the private laboratory Dobrobut-Lykilab, which received a significant number of orders for testing medicines.

The investigation also mentioned a house in the village of Novi Bezradychi in the Kyiv region, which was not listed in the declaration.

The former head of the service denied all allegations.

Personnel situation at the State Service of Ukraine on Medicines and Drugs Control

On January 8, 2026, the Cabinet of Ministers dismissed Roman Isaienko from his position as head of the service.

Vladimir Korolenko is currently acting as head of the service. A competition for a permanent head has not yet been announced.

The agency is also preparing to join the Ukrainian Pharmaceutical Agency.

What does the article on false declarations provide for?

Part 2 of Article 366-2 of the Criminal Code of Ukraine provides for liability for the intentional inclusion of false information in an official’s declaration if the difference between the declared and actual data exceeds the threshold established by law.
