The SvitloDIM Program: More Than 2,000 Homes Have Received Funding for Energy Independence

The government’s SvitloDIM program is underway in the Kyiv and Kharkiv regions. As of June 18, 2,228 buildings have already received over 450 million UAH. This was reported by "Komersant Ukrainian", citing the Ministry of Community and Territorial Development of Ukraine.
The largest amount of funding went to apartment buildings in Kyiv, of which there are currently more than 1,200. The program has also covered more than 700 buildings in the Kyiv region and more than 200 in the city of Kharkiv and the Kharkiv region.
The allocated funds will be used to purchase equipment that will ensure the stable operation of the buildings’ essential infrastructure. According to the Ministry of Development, over 450 million hryvnias have already been transferred for the purchase of equipment.
Which buildings are participating in the SvitloDIM program?
According to the Ministry of Development, a total of over 3,889 applications were submitted by building co-owners to participate in the program. The largest number of applications came from co-owners in Kyiv—55%—followed by 33% from the Kyiv region, while only 12% of applications were received from co-owners in Kharkiv and the Kharkiv region.

Among all applicants, buildings managed by homeowners’ associations (OSBB) lead the way, accounting for 69%. In second place are managers of apartment buildings (21%). The fewest applications came from service corporations, totaling just 10%.
The Ministry of Development’s commission approved 2,228 applications; the rest were rejected. However, as stated in the Ministry’s announcement, applicants may resubmit their applications after revising the documents.
The largest number of applications came from medium-rise (7–16 stories) and high-rise (17 stories and above) buildings—51% and 29%, respectively. These buildings have the highest energy consumption and the greatest need for autonomous systems. Only 20% of applications came from co-owners of buildings with six stories or fewer.
It is worth noting that the amount of assistance is determined based on the buildings’ characteristics, according to the Ministry of Development. Factors considered include the number of entrances, the number of stories, and whether the building has its own boiler room.
What equipment is being purchased with funds from the program
Batteries are in the highest demand. There are 3,423 units, accounting for 37% of all applications. Inverters rank second, with 3,056 units and 33% of applications. Solar panels rank third. There are plans to install 1,030 units, which is about 11% of applications. A roughly similar number of high-voltage battery control units are planned for purchase—1,009 units, which also account for 11% of all applications.
These figures indicate that residents of high-rise buildings prefer to ensure the stable operation of their building’s basic systems. To this end, they choose equipment that is easy to maintain.

Application statistics show that residents most often choose solutions that ensure the stable operation of the building’s basic systems and do not require complex maintenance: hybrid and battery-powered systems capable of providing autonomy without a constant need for fuel.
