The Supreme Court Denied Former Judge Vovk’s Request to Be Reinstated: What We Know

The Grand Chamber of the Supreme Court dismissed the appeal filed by Pavlo Vovk, former head of the Kyiv City District Administrative Court, and did not reinstate him to his position. A corresponding announcement was posted on the official website of the Supreme Court of Ukraine, according to "Komersant Ukrainian".

A final decision in Pavlo Vovk’s case was handed down on Thursday, June 18.

The Grand Chamber of the Supreme Court upheld the decision of the High Council of Justice to remove Pavlo Vovk from his position as a judge.

Hearings in the case lasted over a year, beginning in March 2025. At that time, the former head of the Kyiv City Administrative Court was dismissed from his position as a judge for a disciplinary offense.

Incidentally, in 2020, the National Anti-Corruption Bureau of Ukraine (NABU) accused the leadership of the Kyiv Specialized Administrative Court, in particular its head Pavlo Vovk, of numerous violations of the law: attempting to usurp judicial power in the country and issuing tailored rulings in favor of political elites and businessmen. Investigators published recordings of conversations between OASK judges as evidence of the violations.

In court, Vovk emphasized that it was inadmissible to use materials from criminal proceedings in a disciplinary case. This became his main argument. It is worth noting that it was precisely in these recordings, which were reviewed by the court, that Pavlo Vovk discussed plans to seize judicial power and influence other judges.

As a reminder, Pavlo Vovk headed the Kyiv District Administrative Court for over 10 years. The Verkhovna Rada dissolved this court in 2022.
