“Diya” is testing online divorce: which couples can use the service

Beta testing has begun in Ukraine for a new digital service—online divorce through the “Diya” app. The Ministry of Justice and the Ministry of Digital Transformation are testing the service, which will allow spouses to file for divorce remotely. This was reported by "Komersant Ukrainian", citing the Ministry of Justice.
What the Ministry of Justice and the Ministry of Digital Transformation Have Launched
The Ministry of Justice and the Ministry of Digital Transformation have begun beta testing online divorce via the “Diya” app.
The new service is designed to simplify the divorce process for couples who can divorce through the Civil Registry Office without going to court. This applies to spouses who do not have minor children in common and agree to the divorce.
Once the service is fully launched, it will be possible to file an application, confirm the decision, and complete the necessary steps of the procedure online.
Who Can Get a Divorce Through “Diya”
Online divorce will be available only to a specific category of married couples.
Couples who meet the following criteria will be able to use the service:
- are citizens of Ukraine;
- are at least 18 years old;
- mutually agree to dissolve their marriage;
- do not have any minor children together;
- have a verified RNOKPP;
- each spouse has a “Diya.Signature”;
- have an ID card or a biometric passport;
- are married under a marriage registered in Ukraine;
- have their marriage recorded in the State Register of Civil Status Acts.
Both spouses must fill out the form to participate in the beta testing.
How the online divorce process will work
Once the service launches, one spouse will be able to file an application through the Diya app, and the other will be able to confirm it using Diya.Signature.
Users will be able to:
- file for divorce;
- confirm the decision online;
- sign documents using “Diya.Sign”;
- complete the legally required steps of the procedure remotely.
At the same time, the one-month cooling-off period will remain in effect. This means that the marriage is not dissolved immediately after the application is filed: the spouses have time to either confirm their decision or reconsider it.
After the data is verified and the legally mandated cooling-off period has ended, a video conference will be held with a Civil Registry Office employee, during which the partners must confirm their intention to dissolve the marriage and sign the consent form using “Diya.Sign.”
Once the procedure is complete, the official record of the divorce will automatically appear in the Diya app.
Paper copies of the divorce certificate will be mailed within Ukraine.

Why the service isn’t available to everyone
Online divorce through “Diya” applies only to cases where the divorce can be finalized without going to court.
If the spouses have minor children together, the divorce proceedings usually take place in court. That is why such couples will not be able to use this online service.
The service also requires mutual consent. If one spouse does not agree to the divorce, the matter must be resolved through other legal channels.
Why a Beta Test Is Needed
Beta testing will allow us to verify how the service works, whether data is retrieved correctly from the registries, and whether users find it convenient to complete the procedure online.
Feedback from test participants will be used to refine the service before its full launch.
This is important because the service involves a legally significant action—the state registration of a divorce. Therefore, the procedure must be secure, straightforward, and error-free.
What Will Change for Citizens
The launch of online divorce is expected to reduce the number of in-person visits to government agencies. For couples who meet the eligibility criteria, the process will become faster and more convenient.
Instead of going to the Civil Registry Office, applications can be submitted via smartphone. This is especially important for Ukrainians who are in different cities or abroad but have Ukrainian documents and access to “Diya.”
“Diia” continues the digitization of family services
Online divorce will be a continuation of the digitization of civil registry services.
Previously, an online marriage service via “Dii” had already been launched in Ukraine. It became available in September 2024 and received international recognition: the “Dii” app was included in Time magazine’s list of the world’s best inventions thanks to its online marriage feature.
Now the government is testing the next step—the ability to get a divorce online.
