The government has extended the “National Cashback” program through 2028: what you can spend the money on

The Cabinet of Ministers has extended the “National Cashback” pilot program for another two years—until April 30, 2028. The program will continue to operate within the “Made in Ukraine” platform and will provide compensation to buyers for purchasing Ukrainian-made goods and services. The relevant decision is enshrined in Cabinet Resolution No. 559, reports "Komersant Ukrainian"

The project will be in effect from May 1, 2026, for the duration of martial law, but no later than April 30, 2028.

What the government decided

The Cabinet of Ministers approved the extension of the “National Cashback” pilot project, which is intended to stimulate the production of Ukrainian goods and services.

The resolution states that the program will be implemented within the framework of the All-Ukrainian economic platform “Made in Ukraine.”

“To approve the proposal of the Ministry of Economy, Environment, and Agriculture regarding the implementation, from May 1, 2026, for the duration of martial law in Ukraine, but no later than April 30, 2028, of the pilot project ‘National Cashback,’” the resolution states.

What are the current cashback rates?

As of March 1, the government changed the program’s terms. Now, the cashback amount depends on the category of Ukrainian-made goods and the share of imports in that category.

Cashback on fuel: how much is refunded

Separate rates apply to fuel. Ukrainians can receive cashback for fuel purchases in the following amounts:

At the same time, a separate limit applies to fuel: the cashback amount for fuel cannot exceed 500 UAH per month.

What is the maximum cashback you can receive

The total cashback amount for a single customer for goods and fuel purchased in the previous month cannot be less than 2 UAH and cannot exceed 3,000 UAH.

However, cashback specifically for fuel is limited to 500 UAH.

Therefore, the maximum monthly cashback under the program is 3,000 UAH, but the portion of compensation for fuel purchases has a separate limit.

What can you spend “National Cashback” on?

Funds from “National Cashback” cannot be used for just any purchases. The government has defined a list of permitted categories.

The money can be spent on:

  • groceries;
  • medicines;
  • medical supplies;
  • books published by Ukrainian publishers;
  • donations to support the Armed Forces of Ukraine;
  • contributions for the reconstruction and development of Ukraine.

Excise goods are not included in this list.

What you cannot spend your cashback on

Funds from the program are earmarked for specific purposes. They cannot be withdrawn as cash or transferred to a regular bank card.

Also, since last November, “National Cashback” funds cannot be spent on mobile phone services.

You cannot use cashback for:

  • cash withdrawals;
  • transfers to other cards;
  • mobile communications;
  • excise goods;
  • purchases outside the specified list.

When will the money be received

Cashback is credited to the buyer’s special account. It can only be used within the program’s rules.

Cashback for May and June will be transferred in July. These funds will be available for use starting July 1.

The funds can be spent until the last day of the month in which martial law is terminated or lifted, but no later than April 30, 2028.

What will happen with payments for December

A separate procedure is provided for cashback for December 2026 and December 2027.

Funds for these months will be transferred:

  • for December 2026 — in February 2027;
  • for December 2027 — in February 2028.

However, this will only occur if budget funds are available.

If there are no budget funds, the accrual of cashback will cease as of January 1 of the relevant budget period, and no payment will be made for December.

When will cashback accrual cease?

Cashback accrual is scheduled to cease on March 1, 2028.

The program itself may remain in effect until April 30, 2028, but payments and the use of funds will depend on the program’s terms, martial law, and the availability of budget funding.

What will happen to program participants

The statuses of all project participants—buyers, sellers, and producers—will be automatically extended.

This means that participants do not need to re-register if they are already participating in the program.

At the same time, sellers and manufacturers may opt out of the project. Buyers may also close their special account at any time upon their own request.
