Veterans, army, reforms: Zelensky voices requirements for new government

President of Ukraine Volodymyr Zelenskyy has outlined key tasks for the new government, including strengthening the country’s economic potential, expanding social support systems, and scaling up domestic weapons production. The current Minister of Economy Yulia Svyrydenko, who was instructed by the head of state to head the Cabinet, wrote about this on her page, "Komersant Ukrainian" reports.
According to her, the goals announced by the president provide for comprehensive changes in state governance.
First of all, it is about deep deregulation, elimination of bureaucratic barriers and reduction of inefficient public spending. It is also planned to eliminate functional duplication between institutions, which will optimize budget expenditures. This reform should free up resources for priority areas: defense, modernization of the Armed Forces of Ukraine, and economic recovery after the hostilities.
The priority of defense is an urgent reality in a crisis: it is not only about providing weapons and equipment, but also about guaranteeing the stability of the state. The state apparatus is expected to be responsible with the available resources: no waste and only painstaking and precise work to achieve the set goals. Ukraine is striving to become one of the leading economic players in Europe, and this requires systemic modernization of all levels of government.

The social component should also be backed up by real tools. First of all, it is about supporting the military, veterans and their families. The guarantor of the Constitution emphasized that every veteran should receive “concrete and tangible state respect and gratitude.” In practice, this means building new programs that provide clear criteria, transparent indexation of assistance, psychological and medical support.
According to the definition of powers, the appointment of the Prime Minister is the exclusive competence of the Verkhovna Rada. The state apparatus has already begun preparations for interaction with the Parliament. In the coming weeks, proposals for the new government are expected.
Given the ambitious agenda, the key vector of reforms remains the following: less control – more incentives; optimization of the state machine – investments in the real sector. This is a positive signal for both international partners and Ukrainian business. If deregulation and reduction of duplicate functions are carried out in time, Ukraine can become an example of an effective state model in the face of and after the crisis.
Svyrydenko noted that Zelensky’s remarks on the work of the newly formed government were more like a roadmap. The Cabinet has to go from adjusting public administration to working on GDP growth, consolidated support for the army, and sustainable social security.
All the measures announced by the Ukrainian president should improve the country’s investment profile and open up new opportunities for the implementation of large-scale infrastructure and defense projects.

It is worth noting that on Tuesday, July 15, Yulia Svyrydenko will be introduced to the Servant of the People faction as the future Prime Minister. Candidates for ministers who will work under her leadership are to be discussed there as well.
