Zelenskyy announced his resignation due to the disruption of winter preparations

Ukrainian President Volodymyr Zelenskyy warned of possible personnel decisions regarding regional and local government leaders who are falling behind schedule in preparations for the upcoming heating season. The president announced this on his Telegram channel, according to "Komersant Ukrainian"
According to the head of state, some local authorities are not implementing the approved resilience plans at the required pace. Conclusions regarding the officials responsible may involve not only organizational but also personnel measures.
“Unfortunately, some communities are falling behind in their preparatory work. We will draw conclusions, including personnel-related ones,” Zelenskyy stated after a government meeting on June 30.
At the same time, the president did not name specific communities or officials who might be dismissed.
What Zelenskyy Said About Possible Resignations
During the meeting, Ukraine’s preparedness for the fall-winter period of 2026–2027 was discussed.
Prime Minister Yulia Svyrydenko reported on ensuring the country has the necessary fuel supplies and on the implementation of regional resilience plans.
Following the report, Zelenskyy stated that not all communities are adhering to the established schedule.
“Unfortunately, some communities are falling behind in their preparatory work. We will draw conclusions, including personnel-related ones. I thank everyone who is working truly effectively in the interests of Ukraine and their community,” the president said.
This refers to the potential accountability of officials who are hindering repair work, the protection of energy infrastructure, and the preparation of heating and electricity supply systems.

Did Zelenskyy Announce Any Specific Resignations?
As of June 30, the president had not announced the dismissal of any specific community heads, heads of regional military administrations, or other officials.
Nor has a list of the territories lagging the most been made public.
The phrase “personnel decisions” may mean:
- the dismissal of officials;
- replacement of heads of specific departments;
- disciplinary actions;
- a review of the powers of responsible officials;
- increased government oversight;
- personal accountability for missing established deadlines.
Therefore, it is still too early to say that the resignations have already taken place.
When communities must complete their preparations
All regions, cities, and communities must implement their approved resilience plans by September 1, 2026.
President Zelenskyy set this deadline back in April following a meeting with regional and government representatives.
The president emphasized that the schedule for signing contracts and completing preparatory work is strict.
By early September, local authorities must complete the main tasks necessary to get through the heating season.
