Zelensky creates military administration in Odesa: Lysak appointed as head

President of Ukraine Volodymyr Zelenskyy has signed a decree establishing the Odesa City Military Administration.

This is reported by "Komersant Ukrainian" with reference to the website of the President of Ukraine.

“Pursuant to the Law of Ukraine “On the Legal Regime of Martial Law”, I hereby decree:

To establish Odesa city military administration of Odesa district of Odesa region.

The General Staff of the Armed Forces of Ukraine, Odesa Regional State Administration shall take measures related to the establishment of the military administration referred to in Article 1 of this Decree in accordance with the Law of Ukraine “On the Legal Regime of Martial Law”.

This Decree shall enter into force on the day of its publication,” the text of the decree reads.

According to Zelenskyy ‘s decree, the newly created district administration will be headed by Serhiy Lysak, who previously served as the head of the Dnipro Military District Administration.

Lysak confirmed his transition to the new position

“Today, I am finishing my work as the head of the Dnipro Regional State Administration. A considerable way has been covered in more than 2.5 years,” Lysak said.

According to him, it was full of challenges posed by the enemy every day. However, the team and I tried not to deviate from clear priorities. Among them are assistance to the Defense Forces, development of veterans’ policy, social, rehabilitation and educational areas. And there are no less important tasks ahead.

What happened before

Yesterday, on October 14, it became known that the President of Ukraine signed a decree to deprive Odesa Mayor Gennadiy Trukhanov of Ukrainian citizenship.

The reason was the fact that Trukhanov was found to have Russian citizenship. Traitors Oleg Tsarev and Sergey Polunin also lost their Ukrainian citizenship.

Earlier, Zelenskyy said that a military-civilian administration would appear in Odesa, as it is necessary to strengthen the defense and support of the city.

Serhiy Lysak

Serhiy Lysak participated in hostilities from the first years of the war with Russia – in 2014-2015, and again in 2017. For his professionalism and personal contribution to the country’s defense, President Volodymyr Zelenskyy awarded him the rank of brigadier general in March 2022.

In May 2020, Lysak was appointed Head of the Security Service of Ukraine in Zhytomyr Region.

He held this position until July 2022, after which he headed the SBU in Dnipropetrovsk Region.

On February 7, 2023, by presidential decree, he was appointed Head of the Dnipropetrovsk Regional Military Administration.
