Bronetsky: The EU is not demanding the creation of new institutions for NABU and SAPO

Claims that the European Union is allegedly demanding that Ukraine establish new institutions—specifically, an expert body for NABU and SAPO—amount to a distortion of facts and manipulation.

This was stated on the YouTube channel "Komersant Ukrainian" by Stanislav Bronevitsky, a former prosecutor with the Specialized Anti-Corruption Prosecutor’s Office and a lawyer.

According to him, the actual text of the Memorandum of Understanding between Ukraine and the EU, signed as part of a €90 billion loan agreement, contains no requirements regarding law enforcement activities.

“There is absolutely nothing in there about law enforcement. Absolutely nothing,” Bronevitsky said.

According to him, the heads of anti-corruption agencies independently compile a list of “necessary” reforms and submit them to the European side, which incorporates these requests into international documents. After that, activists gain a formal basis to cite “EU requirements.”

“The heads of anti-corruption agencies independently provide the requirements they deem necessary to supposedly strengthen their institutional capacity. This includes repealing the Lozovoy amendments and abolishing the statute of limitations for prosecution—that is, changes to the Criminal Code. The initiative comes directly from them. They are the ones proactively demanding this.

And our European partners are incorporating this into certain international documents. Consequently, activists have grounds to claim that these are EU requirements. In reality, this is not entirely accurate. It is somewhat of a manipulation,” he explained.
