Germany is modernizing its largest truck terminal in preparation for war

Bremerhaven, one of Europe’s largest car ports located on the North Sea coast in Germany, is undergoing a €1.35 billion modernization project. The project, included in Germany’s 2026 budget, is part of Berlin’s broader efforts to prepare for a potential war. This was reported by Bloomberg, according to "Komersant Ukrainian".

The modernization aims to reinforce loading docks to ensure the ability to transport military equipment, including 60-ton Leopard tanks, to the future front line. In the event of an attack on Europe, Germany’s central location and industrial resources provide the country with a strategic position for supplying troops, the agency notes.

“At the same time, the German armed forces are turning to the private sector—companies such as BLG Logistics—for help to make up for their own shortcomings. At the same time, the Bundeswehr is not prepared for a public-private partnership on the scale required for rapid mass mobilization in the event of an attack on a NATO ally,” the article further emphasizes.

This situation stems, in particular, from the fact that after World War II, civilian and military structures in Germany were strictly separated.

German Defense Minister Speaks of a “Paradigm Shift”

For example, the Federal Office of Bundeswehr Equipment, Information Technology, and In-Service Support (BAAINBw) does not maintain direct contact with civilian companies; communication takes place exclusively through procurement platforms.

“We have launched processes that truly represent a paradigm shift,” German Defense Minister Boris Pistorius told reporters on April 22 while presenting the country’s new military strategy. “We must all come to terms with the fact that peace and freedom, prosperity and tolerance can no longer be taken for granted, but must be defended,” he added.

Companies are being swamped with paperwork

The Operational Plan for Germany, which was finalized in March 2024, outlines how private entities are to contribute to national and allied defense in the event of an attack, including coordinating logistics to supply hundreds of thousands of soldiers.

However, the plan is classified, and logistics companies are only partially aware of it. This makes it difficult for private companies to get involved in the planning.

According to Niels Boike, deputy director of the German Association of Freight Forwarders and Logistics (DSLV), Germany’s preparations for war involve a significant amount of paperwork: companies are required to provide detailed information on the size of their vehicle fleets, warehouse capacity, and staffing levels, without ensuring transparency.

Germany intends to fully equip the Bundeswehr by 2028

The Federal Office for Equipment, Information Technology, and Technical Support for the Bundeswehr (BAAINBw) believes it has only three years left to modernize and re-equip the German armed forces amid an increased military threat from Russia, the agency’s head, Anteta Lenigk-Emden, stated in June 2025.

“By 2028, everything necessary must be procured to ensure full defense capability. After all, soldiers still need to train on the new equipment,” Lenigk-Emden said in an interview with the Tagesspiegel newspaper.

Her calculations are based on analysts’ forecasts, according to which Russia could be ready to attack NATO territory as early as 2029. This was discussed, in particular, by Bundeswehr Inspector General Carsten Breyer and German Defense Minister Boris Pistorius.

In October 2024, Martin Jäger, head of the German Federal Intelligence Service (BND), stated that preparations for an escalation of the conflict with Russia must begin now.
