Fuel cashback: How many Ukrainians have already received payments

As of March 20, 2 million Ukrainians have already taken advantage of the fuel cashback program. The vast majority of participants are owners of mass-market vehicles.
This was reported by "Komersant Ukrainian", citing a statement by Ukrainian Prime Minister Yulia Svyrydenko.
“Over 91% of participants are owners of mass-market cars; the most common models are the Volkswagen Passat and Golf, Renault Megane, Skoda Octavia and Fabia, Ford Focus, Daewoo Lanos, as well as VAZ cars; the cars are 10–20 years old; over 80% have engines with a displacement of up to 2.5 liters,” the statement reads.
The government will reimburse up to 1,000 UAH per month: 15% for diesel, 10% for gasoline, and 5% for natural gas, Svyrydenko clarified.
Ukrainians can use the funds received to pay for utilities and postal services, purchase medicines, books, or Ukrainian-made products.
According to the prime minister, on average, 70% of the cashback is used specifically to pay for utility bills.
In total, over 4.5 million Ukrainians are currently using the “National Cashback” program.
Cashback on Fuel
In Ukraine, the “National Cashback” program for fuel was launched on March 20, 2026. This is a temporary measure to support citizens during a period of fluctuating energy market prices, which will remain in effect until May 1 of this year.
It is worth noting that the 2026 state budget does not provide for direct expenditures on the “National Cashback” program. Its funding is carried out based on separate government decisions from the budget reserve fund. According to government estimates, funding for the program could range from 4 to 6 billion UAH.
At the same time, Yaroslav Zheleznyak, deputy chairman of the parliamentary committee on finance, tax, and customs policy, estimated the potential costs of the state program to compensate for fuel costs through May at around 10.5 billion hryvnias. Zheleznyak calculated that Ukraine consumes an average of about 300 million liters of diesel fuel, 222 million liters of gasoline, and 150 million liters of autogas each month. Accordingly, financing the fuel cashback program from the state budget will require about 5.26 billion hryvnia per month.
