The government will launch an investigation into the Ministry of Digital Transformation. Getmantsev announced the possibility of criminal proceedings

Danylo Getmantsev, chairman of the Verkhovna Rada’s Tax Committee and a member of parliament, announced that the Cabinet of Ministers of Ukraine has decided to conduct an audit of the activities of certain officials at the Ministry of Digital Transformation of Ukraine. According to the MP, the investigation concerns Acting Minister of Digital Transformation Oleksandr Bornyakov and individuals associated with him. In his post, he stated that the investigation pertains to alleged “criminal activity,” and its findings could serve as grounds for opening criminal cases.
“The Cabinet of Ministers has ordered an investigation into their activities. At the same time, they will gather extensive evidence for criminal cases,” Getmantsev wrote.
He also added that, in his opinion, dismissing officials without further action is an insufficient step.
What the Cabinet Decided
According to a published excerpt from the minutes of the government meeting on April 22, 2026, the Cabinet of Ministers instructed the creation of an interagency working group involving representatives of the Ministry of Justice, the Ministry of Finance, and the Ministry of Economy. It is tasked with reviewing the circumstances outlined in the appeal by the parliamentary committee on finance, tax, and customs policy.
It is separately noted that the Ministry of Digital Transformation and the PlayCity agency are to facilitate the work of this group.
At the time of publication, there were no official comments from the Ministry of Digital Transformation regarding the MP’s statements or the Cabinet of Ministers’ decision.
Background
Danylo Getmantsev, Chairman of the Parliamentary Committee on Finance, Tax, and Customs Policy, previously stated that relevant agencies were delaying the launch of the State Online Monitoring System (SOMS). According to him, this “bears the hallmarks of deliberate sabotage, not managerial inefficiency.”
In addition, Getmantsev previously reported on the criminal proceedings already initiated regarding the possible disruption of the system’s implementation by former Minister of Digital Transformation Mykhailo Fedorov, Acting Minister Oleksandr Bornyakov, and their team.
Why the delay in launching the DSO has become a problem
The absence of a fully-fledged online monitoring system means that the state lacks sufficient digital tools to continuously monitor the gambling market in real time. The Accounting Chamber’s report emphasizes that the introduction of the DSOM and the digitization of the market were intended to improve the transparency and accountability of the gambling industry and ensure the full collection of taxes, fees, and other payments to the budget.
In fact, the delay in launching this system means that one of the main control mechanisms, which the state considered fundamental to the new market regulation, is still not fully operational.
