NovaPay Has Received a New License from the NBU: What Will Change

The National Bank of Ukraine has expanded the list of foreign exchange transactions that NovaPay LLC (NovaPay) is authorized to conduct. The company has been granted the right to acquire payment instruments, according to a statement from the regulator’s press service, as reported by "Komersant Ukrainian".
According to the report, on August 11, the NBU’s Committee on Supervision and Regulation of Non-Bank Financial Services Markets decided to issue NovaPay a new license to conduct foreign exchange transactions.
“The new license authorizes foreign exchange operations within the scope of two financial payment services: money transfers without opening an account and the acquiring of payment instruments,” the statement reads.
At the same time, the NBU revoked NovaPay’s previous license, which allowed it to conduct foreign exchange transactions only within the scope of money transfers without opening an account. The regulator explained that revoking the previous license concurrently with issuing the new one is a standard procedure when expanding the scope of foreign exchange operations.

Services for individuals via the app and at branches
Money transfers — sending money within Ukraine (from card to card, via IBAN, or in cash with pickup at a branch).
Cash-on-Delivery Payments — Paying for cash-on-delivery packages with cash, a card, or via the app.
Cash transactions — cash withdrawals from payment cards at branch teller windows (up to 50,000 UAH per day) or card account top-ups.
Utility and recurring payments — payment of utility bills, fines, insurance premiums, loans, and mobile phone top-ups.
Loans and Installment Plans — applying for consumer loans (“Parcel on Credit”) and credit cards.
Foreign exchange transactions — international money transfers without opening an account, payment instrument acquiring, and transactions using foreign bank currency cards.
Services for Businesses and Sole Proprietors
Opening a business account — registering an account for sole proprietors directly in the app.
Business card issuance — payment for goods or services for business purposes, cash withdrawals at ATMs.
Payment tracking — automatic same-day crediting of funds from cash-on-delivery payments to the company’s checking account.
Online acquiring and the “NovaPay Button” —integration of fast payments for goods on websites via Apple Pay and Google Pay.
Business financing — access to short-term loans for entrepreneurs to bridge cash flow gaps.

As reported, the volume of transfers via NovaPay in the first half of 2026 increased by 41% compared to the same period in 2025—reaching 391 billion UAH. The number of transactions during this period rose by 12% to 258 million.
In 2025, NovaPay increased its revenue by 10.4%—to 10.01 billion UAH—while its net profit decreased by 22%—to 2.58 billion UAH.
NovaPay was founded in 2001 as an international financial service, part of the Nova Group (“Nova Poshta”), providing financial services both online and offline at “Nova Poshta” branches. In 2023, the company became the first non-bank financial institution in Ukraine to receive an expanded license from the NBU, which allowed it to open accounts and issue cards.
The NovaPay payment system is included in the NBU’s list of important payment systems based on the results of its 2025 monitoring.
According to the regulator, NovaPay accounts for approximately 22.7% of the total volume of domestic money transfers.
