Another 42 million is being allocated for the controversial “resistance huts” under a new tender

A new tender has been posted on the Prozorro electronic public procurement system for the purchase and installation of so-called “resistance huts” at the “Karpaty” tourist base in the village of Kam’yanka, Stryi Community, Lviv Oblast, for 42 million hryvnias, according to "Komersant Ukrainian".

The procurement is being conducted via an open bidding procedure with special conditions. According to the published documentation, the sole criterion for selecting the winner is price. The deadline for submitting bids from potential contractors is 12:00 a.m. on August 13, 2026, after which the auction phase will begin and the contractor will be selected.

In total, more than 140 million hryvnias have already been allocated from the Lviv region’s local budget for this project to “renovate temporary structures.”

As reported by "Komersant Ukrainian", the official wording of the new tender now reads as follows: “for basic training of the population in national resistance, and spending on the reconstruction of the camp’s facilities continues to rise rapidly.

In August 2025, a procurement worth 36 million hryvnias was carried out, and by November of that same year, an additional 59 million hryvnias had been allocated. Separately, in December 2025, 3 million hryvnias were spent solely on conducting the relevant expert assessment. In July 2026, a new tender was announced, with an estimated cost of 42.37 million hryvnias, excluding VAT.

The contracting authority for the work is “Technical Supervision,” a municipal enterprise of the Lviv Regional Council.

According to the Public Association “Center for Financial Investigations,” creating infrastructure for national resistance and preparing the population for wartime conditions is a critically important task; however, there are concerns that, under the guise of “national resistance,” a major renovation of a recreation and tourism facility is actually being carried out using local budget funds.

In particular, the civic organization questioned the validity of the cost estimates—for example, the expenditure of 3 million hryvnias solely on an expert assessment.

"Komersant Ukrainian" has already prepared official inquiries to the Lviv Regional Council’s municipal enterprise “Technical Supervision” and the Lviv Regional Council regarding the appropriateness and transparency of the allocation of budget funds for the implementation of this project.
