Four regions are without power due to shelling: what’s happening with the power grid

On Thursday, August 13, power outages were reported in four regions of Ukraine due to hostilities and Russian strikes on energy infrastructure. The press service of the Ukrainian Ministry of Energy provided an update on the situation in the power grid, according to "Komersant Ukrainian"
Some consumers were left without power in:
- Sumy Oblast;
- Odesa Oblast;
- Dnipropetrovsk Oblast;
- Kherson Oblast.
The situation is most critical in Odesa Oblast
According to the Ministry of Energy, the Odesa region continues to face the most significant power supply issues. On the night of August 12–13, Russian troops once again attacked the region’s energy infrastructure.
The damage caused localized power outages. Repair work is ongoing at the affected facilities.
That same night, Russian attack drones struck the southern part of the region. Port infrastructure in the Izmail district came under fire, and fires broke out after the strikes.
No exact timeline has yet been given for the full restoration of power in the Odesa region. The duration of the repairs will depend on the extent of the damage and the security situation.
What’s Happening in Sumy Oblast
Some residents of the Sumy region remain without power due to hostilities and regular strikes on border communities.
Russian troops are systematically using drones, aerial bombs, artillery, and other weapons in the region. Damage to power lines and equipment is causing localized outages.
Repair crews begin work after receiving permission from the military and emergency responders. In areas where there is a risk of repeated attacks, restoring power grids may take longer.
Power Outages in Dnipropetrovsk Oblast
In Dnipropetrovsk Oblast, there are also consumers who have lost power due to hostilities.
Communities located closer to the front lines and areas regularly attacked by the Russian army are at the greatest risk.
At the same time, scheduled power outages may occur in the region due to grid repairs. These are not related to the nationwide electricity shortage and are usually announced in advance by local power companies.
Therefore, residents should check the cause of the power outage at their address: it could be the result of shelling, an accident, or scheduled maintenance.

What is the situation in the Kherson region?
In the Kherson region, damage to power grids occurs regularly due to Russian shelling. Power company workers are operating under difficult conditions, as some sections must be repaired near the combat zone.
The restoration of power may be delayed due to:
- the risk of further strikes;
- the need to clear the area of mines;
- significant damage to equipment;
- difficult access to power lines;
- the need to replace poles, cables, and transformers.
The Ministry of Energy reported that emergency repair work in the affected regions is continuing around the clock.
Will there be power outage schedules on August 13?
No nationwide electricity consumption restrictions are expected on August 13.
This means that, due to the power shortage, there are no plans to implement hourly rolling blackouts for residential and industrial customers nationwide.
Ukrainians are asked to conserve electricity
Although no nationwide restrictions are planned for August 13, energy officials are urging people to use electricity sparingly during peak hours—in the morning and evening.
If possible, it is best to turn on high-power appliances one at a time, and to postpone energy-intensive household tasks until daytime hours.
Using appliances in turns helps reduce the load:
- washing machines and dishwashers;
- electric water heater;
- the oven;
- electric stove;
- air conditioner;
- charging equipment for electric vehicles.
The power grid is operating stably on August 13, so there is no need for general power-saving schedules. However, following new Russian attacks, the situation may change, so it is advisable to monitor the latest updates from the Ministry of Energy and Ukrenergo.
