Petroleum products remained the traditional leader, contributing 17.9 billion hryvnia to the state budget.
Passenger car imports were the second-largest source of budget revenue after petroleum products.

Why Cars Became One of the Leaders
High revenue was driven not only by large import volumes but also by the significant value of the vehicles and mandatory import duties.
When importing automobiles, the following are paid:
- import duties;
- value-added tax (VAT);
- excise tax.
That is why automobiles remain one of the most stable sources of revenue for the state budget.
Imports continue to grow
According to the State Customs Service, in June:
- the volume of imports, measured by weight, increased by 1.4%;
- the value of imported goods in dollar terms increased by 22.8%;
- the tax burden per dollar of goods’ value rose by 22.1%.
These figures indicate a rise in the value of imported goods and an increase in the efficiency of customs administration.
Ukrainians continue to actively import cars
High revenue from car imports is also confirmed by automotive market statistics.
According to Ukravtoprom, during the first half of 2026, 111,500 used passenger cars imported from abroad were added to the Ukrainian vehicle fleet. This is only 2% less than during the same period last year.
