Pavel Durov has been added to Russia’s list of terrorists

Telegram founder Pavel Durov has been added to Rosfinmonitoring’s list of terrorists and extremists. The corresponding entry, numbered 6894, appeared in the “Individuals” section, according to "Komersant Ukrainian", citing Russian propaganda media.
Inclusion on Rosfinmonitoring’s list of terrorists and extremists entails a number of restrictions: banks must freeze funds and other assets, and most financial transactions become impossible.

On the morning of July 29, the FSB’s Public Relations Center announced that Durov had been charged with aiding terrorist activities. According to the agency, Telegram’s administration failed to remove channels, chats, and bots that Ukrainian intelligence services used to plan terrorist attacks in Russia. In particular, the criminal case is linked to the use of the “Dayvinchik/Leo” dating chatbot to recruit young Russians into sabotage and terrorist activities.
According to the FSB, 46 young people recruited through “Davyinchik” have been detained since July 2025. Investigators claim that, acting on orders from Ukrainian intelligence agencies, they attacked police officers and carried out arson attacks. The agency also announced the initiation of proceedings to place Pavel Durov on an international wanted list.
Yesterday, Andrei Svintsov, deputy chairman of the State Duma Committee on Information Policy, recommended that Russians temporarily refrain from any financial transactions on Telegram until official clarifications are provided by Roskomnadzor and the FSB. According to him, this applies to the purchase of paid subscriptions, the TON cryptocurrency, and other payments within the messaging app. State Duma Deputy Andrei Kolesnik did not rule out the possibility that Telegram could be designated a terrorist resource.
