A proposal has been made in Ukraine to radically overhaul traffic violation fines: what the initiative entails

In Ukraine, there is a proposal to allow citizens to record traffic violations on their phones and report them via an online system without calling the police. For a confirmed violation, a witness will receive 20% of the fine paid, and the fine for illegal parking in spaces reserved for people with disabilities will be up to 50,000 UAH. These proposals are contained in Petition No. 41/010272-26ep to the government, according to "Komersant Ukrainian".
One of the key proposals is the introduction of a financial incentive for citizens who report violations.
Under the initiative, 20% of the fine amount would be paid to the person who identified the violation, documented it, and reported it.
In the author’s view, such a mechanism should encourage citizens to become more actively involved in monitoring compliance with traffic rules.
A separate set of proposals concerns parking regulations.
In particular, the author proposes:
- increase the number of parking zones;
- to impose stricter penalties for parking in spaces designated for people with disabilities;
- to impose fines for parking violations even on private property, particularly near shopping centers.
The petition proposes introducing the following penalties:
- for a first offense—a fine of 10,000 hryvnias;
- for a second violation—a fine of 20,000 hryvnias and a six-month suspension of the driver’s license;
- for a third violation within a year—a fine of 50,000 hryvnias and a one-year suspension of the right to drive.
The author of the initiative notes that parking violations remain a widespread problem. They draw particular attention to cases where parking spaces designated for people with disabilities are illegally occupied.
In their view, this issue takes on special significance during wartime, when an increasing number of wounded Ukrainian defenders require unimpeded access to specially equipped parking spaces.
The initiative’s goals also include ensuring compliance with the law and public order, upholding citizens’ rights and freedoms, and preventing discrimination.
