New Rules for Drivers: The Cabinet of Ministers Has Changed the Procedure for Issuing Driver’s Licenses

The rules for issuing and renewing driver’s licenses are changing in Ukraine. The Cabinet of Ministers has approved new validity periods for these documents depending on the vehicle category and has also established new procedures for drivers’ medical examinations. This was announced by Ukrainian Interior Minister Ihor Klymenko, according to "Komersant Ukrainian"

Driver’s licenses will be valid for 15 or 5 years

According to the government’s decision, the validity period of licenses will depend on the vehicle category.

For passenger cars and motorcycles

Licenses will be issued for a period of 15 years for the following categories:

  • A1;
  • A;
  • B1;
  • B;
  • BE.

These are the categories that cover motorcycle and passenger car drivers.

For professional drivers

Drivers will receive a 5-year license:

  • C;
  • C1;
  • CE;
  • C1E;
  • D;
  • D1;
  • DE;
  • D1E;
  • T.

This applies to drivers of freight vehicles, buses, trolleybuses, trams, and other passenger transport.

Medical examinations will become mandatory

According to Igor Klymenko, once mandatory medical examinations are reinstated, they will become one of the key requirements for obtaining a driver’s license.

Passenger car drivers will confirm their health status when renewing their driver’s license once every 15 years.

For professional drivers engaged in passenger or freight transportation, medical examinations will be conducted every 5 years.

Do you need to replace your old driver’s license?

The Ministry of Internal Affairs emphasizes that previously issued licenses remain valid until the expiration date specified on the document.

This means that holders of valid licenses do not need to rush to service centers.

Will you have to retake the exams?

When exchanging a license, you will not be required to retake the written or driving test.

Exams will only be required in cases explicitly provided for by law.

Why are the rules changing?

The government explains that the changes are part of the effort to harmonize Ukrainian legislation with European standards.

The main goals of the reform are:

  • improving road safety;
  • regular monitoring of drivers’ health;
  • aligning driver’s license issuance rules with European Union standards;
  • strengthening oversight of professional carriers.

The new rules will primarily apply to driver’s licenses issued or renewed after the relevant amendments take effect.
