Servicemen with a master’s degree and leadership experience in civilian life can be appointed to leadership positions in the Armed Forces of Ukraine, including the category of colonel. This was reported by the Ministry of Defense of Ukraine, "Komersant Ukrainian" reports.

It was reminded that the relevant Decree No. 893/2024 “On Amendments to the Regulation on Military Service in the Armed Forces of Ukraine by Citizens of Ukraine” was signed by President of Ukraine Volodymyr Zelenskyy.

According to the Head of State, commenting on the signing of the Decree, this decision helps our army to become more modern and implement the experience of defense – the experience of this war.

“We have simplified the process of obtaining officer ranks for soldiers and sergeants with combat experience, and these are the right social elevators for the army,” the President emphasized.

What does the decision provide for?

From now on, soldiers, sergeants and sergeants major with at least 2 years of experience in leadership positions and a master’s degree or higher can be promoted to the rank of junior lieutenant and officer at the same time.

The amendments stipulate that there are no longer any restrictions on the staffing category for such servicemen. Also, they are not subject to the requirements for mandatory military training or an additional contract.

In addition, servicemen who have a bachelor’s degree and have completed an officer training course can also be promoted to the rank of junior lieutenant and take up appropriate officer positions.

“Our goal is to recruit those with management experience to officer positions in the Armed Forces. The key factor for appointment to leadership positions should be practical management skills, not just years of service or rank,” emphasized Minister of Defense of Ukraine Rustem Umerov.

According to the Ministry of Defense, many strong specialists have mobilized to the army, but previously, without an officer’s education, they could only hold soldier’s positions. And now it is easier for soldiers and sergeants with combat and management experience, as well as higher education, to obtain officer ranks.
