150 political parties have not reported to the NACP. What are the consequences for them?

on November 11, 2024, the reporting campaign for parliamentary and non-parliamentary political parties for the third quarter of 2024 ended. The NAPC is obliged to publish on its official website within 10 calendar days from the date of the deadline a list of political parties that have not submitted their financial reports within the specified period. The National Agency for the Prevention of Corruption has done just that, "Komersant Ukrainian" reports.

The NAPC should also ensure that the perpetrators are brought to justice as provided by law. Failure to submit reports is punishable under Art. 212-21 of the Code of Ukraine on Administrative Offenses (CAO). This includes a fine of 300 to 400 non-taxable minimum incomes, i.e. UAH 5,100 to 6,800.

As a reminder, the list of violating parties that failed to submit reports on property, income, expenses and financial liabilities for the third quarter of this year is available on the NACP website at the link.

By the way, almost 170 political parties failed to submit reports to the NACP for the second quarter of 2024.

The NACP is particularly monitoring parliamentary parties.

According to Slovo i Dilo, political parties that received at least 5% of the vote in the last parliamentary elections are eligible for funding from the state budget. The law was passed in 2015 to reduce the influence of oligarchs. Initially, the 2% threshold had to be overcome to receive funding. Later, it was increased to 5%. This year, UAH 811.6 million (7.7%) is allocated for party funding. Most of the money is to be allocated to the Servant of the People, while no funds were allocated to the OPFL.

The NACP checks the reports of parliamentary parties and, if it finds violations, can suspend budget funding.

For example, as noted by Slovo i Dilo, in June 2024, the NACP found violations in the reports of the Voice for the third and fourth quarters of 2020 in the amount of UAH 4.7 million and suspended funding. In October, the Administrative Court of Cassation confirmed the legitimacy of the party’s deprivation of state funding.
