Kirill Budanov, Head of the President’s Office, explained why he opposes the mobilization of men aged 18–25. According to him, this could destroy the country’s future. He made this statement in an interview with The Times, as reported by "Komersant Ukrainian".

The journalist asked Budanov about the possibility of creating a reserve of men under the age of 25 who could serve not on the front lines, but in other areas within the country.

“If we simply use the mobilization mechanism to take all young men aged 18–25, we will destroy the very future of our state, an entire generation,” Budanov said.

Currently, mobilization in Ukraine applies to men aged 25 to 60. In August 2025, the authorities allowed men aged 18 to 22 to leave Ukraine.

In the same interview, Budanov also stated that he sees no signs of Russia preparing for a nuclear strike. According to him, if such signs existed, he would know about them.
