A Shortage of 2 Million Workers: Novak Identifies Reserves That Ukraine Barely Utilizes

Ukraine is already facing a severe labor shortage. The business sector is short about 2 million workers, and this figure could double in the future. At the same time, the country has internal reserves that are currently underutilized.

Economist Andriy Novak made this statement on the "Komersant Ukrainian" YouTube channel .

According to him, he is referring to people with disabilities. In Ukraine, only about 15% of such citizens are employed, while in European countries this figure reaches 60%.

“Appropriate government programs that encourage the hiring of people with disabilities can help here. First and foremost in this regard are preferential and tax regimes,” Novak noted.

The economist also cited young people as another potential resource.

In his view, students can combine study and work starting from their first years of college, as has long been the practice in many countries.

“The ‘learn while working’ principle is even more relevant now. We understand that young people are much more skilled and effective in the digital environment,” he explained.

At the same time, Novak emphasized that after the war ends, Ukraine will still have to partially rely on foreign labor. However, the main priority should be the return of its own citizens.
