Officials’ Financial Disclosures: Who Reported the Most Cryptocurrencies

Ukrainian officials filed 2,861 cryptocurrency declarations for 2025, which is 393 declarations, or 16%, more than in 2024, according to OpenDataBot, as reported by "Komersant Ukrainian".
“The largest number of cryptocurrency declarations were filed by National Police officers—548. The top five in terms of the number of such declarations also included employees of the Prosecutor’s Office—358, servicemen of the Armed Forces of Ukraine—240, representatives of the judicial system—223, and city council employees—198.” — the report states.
In total, nearly 654,200 declarations were filed last year, while 265 declarations involving cryptocurrency were submitted after April 1, 2026—that is, late.
More than a quarter of these declarations came from Kyiv—820. In the Kyiv region, 277 were filed; in the Dnipropetrovsk region, 215; in the Kharkiv region, 200; and in the Lviv region, 174.

Sixteen out of 391 members of parliament, or about 4%, declared cryptocurrency holdings.
“Among those who filed declarations, Oleksandr Kizlyar, a member of the Khmelnytskyi District Council, reported the largest amount of Bitcoin—100 BTC, which was valued at 278.8 million UAH as of June 10, 2026. People’s Deputy Oleg Bondarenko reported 80 BTC worth 223 млн грн, while Kristina Pavlova, a representative of the Department of Public Works and Infrastructure of the Dnipro City Council, reported 20 BTC worth over 55.7 млн грн,” the statement reads.
Kizlyar also declared 1,000 ETH worth nearly 74 million UAH—the largest amount among those filing declarations. Pavlova declared 130 ETH worth 9.6 million UAH, while Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor’s Office, declared 100 ETH with an approximate value of 7.4 million UAH.
“The largest amount of USDT was declared by Hanna Fazikosh, chair of the Zakarpattia Court of Appeals—over 1.019 million tokens, or nearly 46 million hryvnias. Pavlo Shandra, a member of the Odesa Regional Council, declared 719,000 USDT worth over 32.4 million UAH, while Maksym Kiselov, director of the Kyiv Research Institute of Forensic Expertise, declared 647,000 USDT, worth over 29.1 million UAH,” the statement reads.
According to OpenDataBot, the number of declarations involving cryptocurrency has been steadily increasing: in 2021 there were 961, in 2022—1,481, in 2023—1,921, and 2,468 in 2024.
Six tax returns for 2025 that contained information about cryptocurrency have been restricted from public access.
