Cryptocurrency Millions in Tax Returns: Which Officials Hold the Most Bitcoin

Ukrainian officials are increasingly reporting cryptocurrency in their financial disclosures. Cryptocurrency is most often declared by police officers, prosecutors, and military personnel. A record-breaking lawmaker declared 278.8 million hryvnia in Bitcoin alone. This was reported by "Komersant Ukrainian", citing data from “ OpenDataBot.”
How many declarations involving cryptocurrency were filed by officials
In 2025, officials filed 2,861 declarations involving cryptocurrency. By comparison, there were 2,468 such declarations in 2024.
The number of declarations involving digital assets has been steadily increasing for several years in a row:

OpenDataBot also notes that 265 tax returns involving cryptocurrency were filed late—after April 1, 2026.

Who Declares Cryptocurrency Most Often
Representatives of the National Police are the most active in declaring cryptocurrency. They account for 548 declarations, or 19.2% of all cases.
They are followed by employees of the Prosecutor’s Office, service members of the Armed Forces of Ukraine, representatives of the judicial system, and city council members.

These figures show that cryptocurrency is appearing with increasing frequency in the financial disclosures of representatives of the security sector, law enforcement agencies, the judiciary, and local government.

How Many Members of Parliament Declared Cryptocurrency
Among the members of the Verkhovna Rada, 16 out of 391 have declared cryptocurrency holdings. This represents about 4% of the parliament.
The largest crypto portfolio among parliamentarians was declared by Oleg Bondarenko, chairman of the Verkhovna Rada Committee on Environmental Policy and Natural Resource Use.
He reported 80 BTC, valued at approximately 223 million UAH.
Where Are the Most Cryptocurrency Holdings Declared?
More than a quarter of all declarations involving cryptocurrency were filed in Kyiv. A total of 820 such declarations were recorded in the capital.
Next are:
- Kyiv Oblast — 277 declarations;
- Dnipropetrovsk Oblast — 215;
- Kharkiv Oblast — 200;
- Lviv Oblast — 174.
These regions are traditionally the most active in terms of the number of filers, the level of business activity, and the concentration of government agencies.

Who Declared the Most Bitcoin
The largest Bitcoin portfolio among officials was declared by Oleksandr Kizlyar, a deputy of the Khmelnytskyi District Council. His declaration lists 100 BTC.
As of June 10, 2026, this amount was valued at 278.8 million UAH.
In second place is Oleg Bondarenko, a member of the Ukrainian Parliament, with 80 BTC worth approximately 223 million UAH.
Third place went to Kristina Pavlova, a representative of the Department of Public Works and Infrastructure of the Dnipro City Council. She declared 20 BTC worth over 55.7 million UAH.
Who Holds the Most Ethereum
Oleksandr Kizlyar also tops the ranking of Ethereum holders. He declared 1,000 ETH, valued at nearly 74 million UAH.
Second place went to Kristina Pavlova with 130 ETH worth approximately 9.6 million UAH.
Third place goes to Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor’s Office, who declared 100 ETH worth about 7.4 million UAH.
Who Declared the Most USDT
The largest amount of USDT was declared by Hanna Fazikosh, Chair of the Transcarpathian Court of Appeals.
Her declaration lists over 1.019 million USDT, equivalent to nearly 46 million UAH.
Second place went to Pavlo Shandra, a member of the Odesa Regional Council, with 719 thousand USDT worth over 32.4 million UAH.
Third place went to Maksym Kiselov, director of the Kyiv Research Institute of Forensic Expertise, who declared 647 thousand USDT worth over 29.1 million UAH.
Some of the declarations were restricted from public access
According to OpenDataBot, six declarations for 2025 that contained information about cryptocurrency were restricted from public access.
This means that the actual amount of data on declared digital assets may be slightly higher or incomplete for public analysis.
