“Diya” launches a new service for tax and debt payment notifications: what will change for Ukrainians

Ukraine is preparing to launch an updated service within the “Diya” app and portal, which will transform how individuals interact with the tax system. The Ministry of Digital Transformation, in collaboration with the State Tax Service, is implementing new functionality that will allow citizens to view a complete overview of their tax assessments, taxable items, and potential debts in a single digital space.

What’s new in “Dii”
The new service in “Dii” will be available to every holder of an RNOICP. Users will be able to view not only their outstanding balances but also information about their taxable assets in real time.
This applies to the following categories of property:
- land plots;
- apartments and houses;
- non-residential real estate;
- vehicles.
In effect, “Diya” is becoming a single digital portal where users can manage their taxes, assessments, and property data.
What features will the new service offer?
Among the main features of the new service are:
- digital tax notices detailing amounts and property area;
- automatic filling of IBAN details and classification codes based on the property’s registration;
- payment via Apple Pay or Google Pay;
- access to the service for Ukrainians living abroad.
This means that paying taxes will become simpler, faster, and more convenient, without the need to separately search for details or verify information across different systems.
How tax and debt notifications will work
One of the key features will be push notifications. “Diya” will send notifications about new charges, as well as reminders about upcoming payment deadlines.
This mechanism will help users respond to tax obligations in a timely manner and avoid missing payment deadlines.

How the service will benefit citizens
The new feature has several important advantages. First, it gives people a complete picture of their tax obligations. Second, it allows for quicker detection of potential errors or discrepancies in the registries.
For example, the system may show a property that has already been sold but is still listed as active in the databases. This allows users to spot the problem in time, before an actual debt arises.
How the service will help avoid fines
The Ministry of Digital Transformation emphasizes that the new tool will function as a kind of filter to identify problems before they turn into financial penalties.
Thanks to reminders and transparent information, users will be able to avoid:
- late fees;
- freezing of bank accounts;
- restrictions on traveling abroad;
- other consequences of late tax payments.
That is why the new service is positioned not only as a payment tool but also as a risk prevention mechanism.
Will the service be available from abroad?
Yes, the service will be available to citizens residing outside Ukraine. This is particularly important for people who own property in Ukraine but live temporarily or permanently in other countries.
According to Valeria Koval, this gives people the opportunity to ensure their financial affairs are in order, regardless of their location.
She emphasized:
“Now, regardless of their actual location, citizens can ensure their financial affairs are in order. This alleviates social anxiety and provides a sense of control over one’s assets even from a distance. The state becomes closer to the citizen by providing the service wherever there is internet access,” Koval noted.
How “Dii” will protect personal data
The Ministry of Digital Transformation notes that the app does not store personal data on its own servers. All information will be displayed directly from the State Tax Service registries via secure communication channels.
Only the owner will have access to the profile after successful verification.
In this way, the developers emphasize that the security of personal information remains one of the service’s top priorities.
Why the launch of this service is important
The new tool in “Dii” signifies the further digitization of citizens’ interactions with the state. Whereas previously, checking tax assessments, account details, and property often required consulting multiple sources or waiting for paper notifications, now all this information will be available in one place.
For the government, this means better communication with taxpayers, and for citizens—greater control, convenience, and efficiency.
