Fedorov Summed Up the Results of “Ramstein”: Ukraine Received One of the Largest Aid Packages

Following the 35th meeting of the Contact Group on Ukraine’s Defense in the “Ramstein” format, the partners announced new military aid packages for Ukraine. The total amount of aid, according to preliminary estimates, could reach about $4 billion. This was announced by Ukrainian Defense Minister Mykhailo Fedorov after the partners’ meeting, according to "Komersant Ukrainian".

According to him, the allies’ new decisions focus on three key priorities for Ukraine: missile and ballistic missile defense, long-range artillery, as well as Ukrainian drone and missile programs.

What Was Announced at Ramstein

During the 35th meeting of the Contact Group on Ukraine’s Defense, the partners announced new aid packages designed to strengthen the country’s defense capabilities.

According to Mykhailo Fedorov, the support amounts to approximately $4 billion. The final amount may be higher, as some programs are still being finalized or are being launched by individual countries.

Fedorov emphasized that this meeting was significant not only in terms of the volume of aid but also in terms of the quality of support. Partners are increasingly focusing on Ukraine’s specific needs on the battlefield.

One of the Largest PURL Packages

Separately, the defense minister announced one of the largest aid packages under the PURL program—the Prioritized Ukraine Requirements List.

It amounts to $1 billion.

The PURL program provides for the procurement of U.S. weapons for Ukraine using funds from partners. For Kyiv, this is a crucial mechanism that allows it to receive critically needed weapons more quickly and in accordance with agreed-upon priorities.

According to Fedorov, approximately 10 countries support new, substantial PURL packages for Ukraine, and this process will continue.

Assistance for Long-Range Artillery

Another important area is ammunition for long-range artillery.

Allies have announced a new support package to provide Ukraine with artillery ammunition. According to preliminary estimates, its value could reach about $500 million.

For the Ukrainian army, long-range artillery remains one of the key tools for deterring Russian forces, disrupting the occupiers’ logistics, and supporting defensive operations.

The Netherlands will support Ukraine’s missile programs

Separately, Fedorov announced an important decision by the Netherlands.

According to him, the Netherlands has announced its support for the production of more than 700 cruise missiles for Ukraine.

This initiative is part of a broader strategy to develop Ukraine’s missile programs. Ukraine aims to ramp up its own production of long-range weapons to reduce dependence on foreign supplies and respond more quickly to the needs of the front lines.

Ukrainian-made drones

Another priority discussed at Ramstein was Ukrainian-made unmanned aerial vehicles.

According to Fedorov, partners understand the importance of drones in modern warfare and are ready to support their production in Ukraine.

Drones have become a key element of defense: they are used for reconnaissance, fire control, logistics, and combat missions. That is why investments in this area are of strategic importance.

Ukraine’s Three Key Priorities

Mykhailo Fedorov emphasized that Ukraine has three main defense priorities.

These are:

  • an anti-ballistic and anti-missile program;
  • long-range artillery;
  • domestically produced drones and missile programs.

According to the minister, all partners who spoke at the meeting and announced new support packages addressed these priorities specifically.

This signals a shift in approach: aid is becoming more focused on the long-term strengthening of Ukraine’s defense capabilities.

Why PURL Is Important for Ukraine

The PURL mechanism allows partner countries to finance the purchase of U.S. weapons for Ukraine.

This offers several advantages for Kyiv. First, Ukraine gains access to critically important systems and ammunition. Second, partners can coordinate funding more quickly. Third, procurements are made based on priorities set by Ukraine in accordance with the needs of the front lines.

That is why the $1 billion package under PURL is one of the key outcomes of the new “Ramstein” agreement.

Ukraine is working on a European anti-ballistic system

Earlier, President Volodymyr Zelenskyy announced progress in the development of a European anti-ballistic system initiated by Ukraine.

This effort is particularly important given Russia’s regular missile strikes on Ukrainian cities, the energy sector, logistics, and civilian infrastructure.

The development of missile defense remains one of Ukraine’s main requests to its partners.
