The fuel cashback program has ended: how many Ukrainians benefited from the program

The fuel cashback program ended on May 31, 2026. During its run, which began on March 20, nearly 2.3 million Ukrainians took advantage of it. This was reported by "Komersant Ukrainian", citing the Ministry of Economy.

The government introduced the fuel cashback program in March 2026 as a temporary anti-crisis measure in response to a sharp rise in global oil prices due to the escalating situation in the Middle East. The program was primarily aimed at owners of mass-market vehicles, for whom fuel costs represent a significant portion of the family budget. 91% of the program’s users are owners of budget-class vehicles with small-displacement engines.

“In just over two months of the program’s operation, 2.3 million Ukrainians received cashback from the government. Over 220 gas station operators—from large chains to local stations—have also joined the program. This confirms the high demand for such a support tool during a period of price shock,” noted Vitaliy Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

Cashback was automatically credited during cashless fuel purchases at gas stations participating in the program. The compensation rate was 15% for diesel fuel, 10% for gasoline, and 5% for liquefied gas.

The introduction of fuel cashback was part of a comprehensive government policy to respond to the fuel crisis. At the same time, the government worked to ensure uninterrupted supplies of petroleum products to the domestic market and prevent fuel shortages.

Fuel cashback was initially viewed as a temporary support measure and is being phased out in accordance with the approved timeline.

At the same time, the “National Cashback” program continues to operate. Currently, over 5 million Ukrainians use it to receive compensation for purchasing Ukrainian-made goods.

Accumulated cashback funds can be used to pay for utilities, purchase medicines, books, and Ukrainian-made goods, as well as donated to charity or used to support the Armed Forces of Ukraine.

Accumulated cashback funds for fuel must be used by June 30, 2026, inclusive. After that, any unused balance will be returned to the state budget.

The “National Cashback” program is implemented by the Ministry of Economy, Environment, and Agriculture of Ukraine in cooperation with the Ministry of Digital Transformation, the National Bank of Ukraine, the Cabinet of Ministers of Ukraine, the State Tax Service, and other partners. Technological support is provided by Mastercard, and Visa is the operational partner.
