Marchuk: There Are No Longer Any Internal Funds Left to Restore the Destroyed Agricultural Infrastructure

Russian strikes have caused extensive damage to Ukraine’s agricultural infrastructure: more than 1,054 facilities—including grain elevators, terminals, and transshipment systems—have been destroyed or damaged. Denis Marchuk, deputy chairman of the All-Ukrainian Agricultural Council, stated this in an interview with "Komersant Ukrainian".

According to him, attacks on port and grain infrastructure have been ongoing systematically. They have become particularly intense since the beginning of 2026.

“There were constant strikes, and since the start of 2026—in fact, since February—there have been strikes there every week,” Marchuk said.

He emphasized that the problem lies not only in the destruction of individual facilities but also in the loss of entire logistics chains necessary for the export of Ukrainian grain.

“According to the Ministry of Infrastructure, more than 1,054 facilities have been destroyed or damaged. These include grain elevators, terminals, and other transshipment systems. Consequently, we no longer have the funds to rebuild them. We need to turn to international donors,” he stated.

According to Marchuk, a war risk insurance system could solve the problem.

“An expanded insurance program for various sectors of the economy, particularly the agricultural sector, is currently being developed,” he said.

Crop losses in frontline territories remain a separate issue. The highest number of such cases is being recorded in the Kherson, Kharkiv, Sumy, and Zaporizhzhia regions.

“The final figures on losses are expected to be presented at the end of August, and compensation of up to 10,000 hryvnias per hectare is tentatively being considered for affected farmers,” Marchuk said.
