Nearly all inspections reveal violations: 97.7% of utility rates show discrepancies

In the first quarter of 2026, the State Service for Food Safety and Consumer Protection identified violations in 97.7% of its inspections of utility rates. This was reported by the State Service of Ukraine for Food Safety and Consumer Protection, according to "Komersant Ukrainian".

The State Service conducted 88 unscheduled inspections. Violations were found in 86 cases.

The inspections focused on the formation and application of state-regulated prices for housing and utility services.

Why is the rate so high?

All inspections were unscheduled and were conducted solely in response to complaints from citizens.

This means that only problematic cases were inspected. The sample is not representative of the entire market.

A high percentage of violations is not necessarily a sign of a widespread problem, but it is a signal of systemic failures in tariff setting.

What violations were found and how are they punished

Based on the inspection results:

  • 22 decisions on sanctions
  • total fines — 862,900 UAH
  • 77 orders to correct tariffs
  • 7 officials fined (17,000 UAH)

This is a classic set of control tools:

  • financial sanctions
  • requirement to bring tariffs into compliance

Compensation for consumers

A separate category—compensation:

  • the business was ordered to return 453,000 UAH
  • 517,400 UAH was actually returned
  • 112,600 UAH was received by the budget

Interestingly, actual payments exceeded the amounts charged—likely due to the implementation of previous decisions.

What does this mean for the housing and utilities market

The data points to several trends:

  • poor quality of tariff management among some suppliers
  • control depends on citizen engagement
  • the presence of systemic errors or abuses

At the same time, the scale of fines remains relatively small, and this may not create a sufficient deterrent effect.
