The Rada is proposing to dismiss Klymenko: what’s behind the initiative

A draft resolution calling for the dismissal of Interior Minister Ihor Klymenko has been registered in the Verkhovna Rada of Ukraine, according to [Komersant].
What is known about draft resolution No. 15185
The Verkhovna Rada’s website states that the document is titled “Draft Resolution on the Dismissal of I. V. Klymenko from the Post of Minister of Internal Affairs of Ukraine.”
The draft was registered on April 21, 2026.
As of the time of publication, there is a document card in the section for new draft laws, but the full text of the initiative has not yet been published on the public page.
Who initiated Klymenko’s dismissal
The resolution was registered by several members of parliament. Specifically: Yulia Yatsyk (independent), a member of the 9th convocation; Serhiy Rudyk (the “Party for the Future” parliamentary group); and Mykola Halushko (the “Servant of the People” faction).
The document has already been submitted to the parliament’s leadership for consideration.

Why the initiative to dismiss Klymenko emerged
The draft resolution emerged amid widespread public outcry following the terrorist attack in the Holosiivskyi district of Kyiv on April 18, 2026. At that time, an armed man opened fire on civilians and then took hostages in a supermarket; the attacker was killed during the assault. Six people were killed in the attack, and another 14 were injured. The SBU classified the incident as a terrorist attack.
Afterward, a video circulated online showing two patrol officers leaving the scene. It was this very incident that sparked a wave of criticism directed at the police response system and became one of the factors behind the political pressure surrounding the Ministry of Internal Affairs. The minister himself confirmed that an internal investigation and personnel decisions had been carried out following the incident.
What personnel decisions have already been made following the terrorist attack
Minister of Internal Affairs Ihor Klymenko stated that, based on the results of the internal investigation , the entire chain of command of the Kyiv Patrol Police—from platoon commander to the head of the Kyiv Patrol Police Department— had been removed from their posts. He also emphasized that these may not be the last personnel decisions.
Separately, it was reported that the former head of the Patrol Police Department, Yevhen Zhukov, has been appointed as an advisor to the head of the National Police. Ihor Klymenko confirmed this during a meeting with journalists. According to him, in his new position, Zhukov will be responsible for coordinating police involvement in wartime operations.
What about the case involving the patrol police officers
Following the terrorist attack, Prosecutor General Ruslan Kravchenko announced the opening of a criminal investigation into the alleged dereliction of duty by police officers. The legal classification is Part 3 of Article 367 of the Criminal Code of Ukraine.
On April 21, the Pechersky District Court of Kyiv imposed a pretrial detention measure on patrol officer Mykhailo Drobnytskyi —detention until June 18, 2026, with an alternative bail of 266,240 UAH. A similar bail amount was mentioned in the court proceedings regarding the second suspect— Anna Dudina—who is charged with improper performance of official duties, which, according to the investigation, resulted in the loss of life.
What Else Did Klymenko Say After the Events in Kyiv
Following the terrorist attack, Ihor Klymenko stated that the Ministry of Internal Affairs would review response protocols and patrol officer training programs. This involves strengthening tactics for situations where there is a threat of the use of weapons or explosive devices.
The minister also publicly expressed support for citizens’ right to armed self-defense, and following the attack, the topic of legalizing civilian handguns has once again gained traction in public discourse.
What will happen next with the resolution on the dismissal of the Minister of Internal Affairs
After registration, the draft resolution must undergo the standard parliamentary review process. As of the evening of April 21, 2026, the Verkhovna Rada website confirmed the mere existence of document No. 15185, though the outcome of its further consideration had not yet been determined at that time.
It should be noted that Klymenko has held this position since February 2023.
