The National Commission Will Verify the Accuracy of Water Rates

The National Commission for State Regulation in the Energy and Utilities Sectors (NKREKP) approved, at an open meeting, a draft procedure for conducting inspections to verify the correctness of tariffs set by local governments for centralized water supply and centralized wastewater disposal services. This was reported by the Commission’s press service, according to "Komersant Ukrainian".
According to the statement, the document was developed in accordance with Law of Ukraine No. 4777-IX. It defines the procedure for the NEURC to conduct inspections to verify the correctness of tariffs set by local governments for centralized water supply and wastewater disposal services, as well as the criteria by which the Commission will assess the compliance of tariff decisions with legal requirements and approved methodologies.
“The draft Procedure provides for scheduled and unscheduled inspections without on-site visits to local government bodies. The analysis will be conducted based on documents, calculations, explanations, and other materials used during the tariff-setting process,” the report states.

How the Inspections Will Be Conducted

The analysis will be based on documents, calculations, explanations, and other materials used during the approval of tariffs.
During these inspections, the NEURC will verify:
- compliance with the procedure for adopting tariff decisions;
- whether the calculations comply with legal requirements;
- the reasonableness of the costs included in the tariff;
- the completeness of the documents on which the tariffs were based.
“The NEURC invites local governments, enterprises, industry associations, experts, civil society organizations, and all interested parties to participate in an open discussion of the draft Procedure and to submit their comments and suggestions,” — the statement reads.
The agency assures that the Commission will review all proposals received in accordance with the Procedure for Conducting Public Discussions on NEURC Draft Decisions and will take them into account when preparing the final version of the document.
Distribution of Authority Over Water Rates
Earlier, the government reported that responsibility for setting water tariffs in Ukraine rests entirely with local administrations at the regional level. Pricing in this sector is decentralized, so final decisions are made locally.
As a reminder, on March 11, 2026, the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Improvement of the Functioning of Energy Markets, Competitive Conditions for Electricity Production from Alternative Energy Sources, and Strengthening Energy Resilience,” dated February 10, 2026, No. 4777-IX, entered into force on March 11, 2026.
The law stipulates that, for the duration of martial law and for twelve months following its termination or repeal, the authority to set tariffs for centralized water supply and centralized wastewater disposal services rests with local self-government bodies, while the authority to conduct inspections to verify the correctness of such tariff setting rests with the NEURC.
