The NEURC will inspect gas distribution system operators: here’s why

The National Commission for State Regulation of Energy and Public Utilities (NKREKP) decided on Tuesday to conduct unscheduled on-site inspections of 11 natural gas distribution system operators, according to "Komersant Ukrainian".
“The basis for this decision was a request from Naftogaz of Ukraine Gas Supply Company LLC regarding possible violations of legal requirements during the compilation and transmission of data on natural gas consumption by residential consumers,” the regulator noted.
In addition, the NEURC received a letter from the Security Service of Ukraine regarding potential harm to state interests during the conduct by gas distribution network operators (GDNs) in the licensed provision of natural gas distribution services, which creates conditions for compromising the integrity and sustainable operation of the country’s gas distribution networks.
“During the inspections, the NEURC will determine whether GDN operators complied with legal requirements when calculating natural gas consumption volumes and transmitting the relevant information to the Gas Transmission System Operator’s information platform,” the commission reported.
In particular, the inspections will verify whether the information entered into the platform corresponds to actual meter readings and complies with the requirements of the Gas Distribution Systems Code and the Gas Transmission System Code.

As the regulator emphasized, it is precisely the data on natural gas consumption volumes that gas distribution system operators transmit to the TSO’s information platform that suppliers use to calculate the cost of consumed gas. Therefore, any discrepancies between actual meter readings and the reported information may affect the amounts listed on residential consumers’ bills.
According to information provided in a statement by the Naftogaz of Ukraine Group, this concerns possible anomalies in the reporting of natural gas consumption volumes by certain residential consumers. In particular, there have been cases of sharp spikes in consumption volumes, significant deviations from average statistics, and repeated adjustments to the data. These circumstances will be subject to government oversight.
Where the inspections will take place
The regulator will conduct unscheduled on-site inspections of PJSC “Gadyachgaz,” JSC “Kyivgaz,” State Enterprise “Kremenets Gas Supply and Sales Department,” PJSC “Kremenchukgaz,” JSC “Lubnygaz,” JSC “Odessagaz,” JSC “Poltavagaz,” PJSC “Ternopil City Gas,” PJSC “Uman Gas,” JSC “Kherson Gas,” and PJSC “Shepetivka Gas.”
The commission notes that state oversight is one of the key tools for ensuring the transparent functioning of the natural gas market and protecting consumer rights. Based on the results of the inspections, the NEURC will provide a legal assessment of the established facts and, if violations are found, will adopt appropriate decisions in accordance with the law, the commission added.
