Ukrainian farmers have received more than 137 million hryvnias in government aid to maintain their breeding herds of goats and sheep as part of the second phase of the first stage of the program to support the development of livestock farming and agricultural processing, according to the press service of the Ministry of Agrarian Policy and Food, reports "Komersant Ukrainian".
According to the report, in July, 536 farms and other agricultural producers received funds through the Ukrainian State Fund for Support of Farming Enterprises.
“These funds will help farmers preserve their herds, stabilize operations, support economic activity in rural communities, and gradually restore sheep and goat farming, which has declined by nearly 30% compared to the pre-war period,” the statement said.
Support is provided to producers who keep between 5 and 500 breeding goats and/or sheep. The budget subsidy amounts to 2,000 UAH per head.
The program is funded as part of the World Bank’s ARISE project, which aims to revitalize Ukraine’s agricultural sector.
Applications can be submitted through the State Agrarian Register (DAR).
As previously reported, in February, agricultural producers submitted 1,621 applications through the State Agrarian Register (DAR) within two days to receive subsidies for keeping goats and sheep, totaling 203.6 million UAH.
In June, as part of the first phase of the program for the development of livestock farming and agricultural processing, farmers received over 93 million hryvnias in state support for maintaining breeding herds of goats and sheep.

State Support for Farmers
As a reminder, in early July, Ukrainian farms and other agricultural producers received over 167 million UAH in state support for raising cattle of all production types. According to the Ministry of Economy, 3,743 farms received this assistance.
The ministry noted that the state support will enable agricultural producers to maintain their cattle herds, sustain milk production, and ensure a stable supply of products to the domestic market.
Payments are being made under the Emergency Project to Provide Inclusive Support for the Recovery of Ukraine’s Agricultural Sector (ARISE), which is funded by the state budget.
As previously reported, the acceptance of applications for special budget subsidies for the maintenance of cows, as well as breeding herds of goats and sheep in 2026, began on April 7 through the State Agrarian Register (DAR). The program provides for a payment of 7,000 UAH per cow (from 3 to 100 head) and 2,000 UAH per breeding goat or sheep (from 5 to 500 head). In 2026, business entities are eligible for support regardless of whether they received such subsidies in 2022–2025.
As previously reported, in April, Ukraine began accepting applications through the State Agrarian Register for a special budget subsidy for cows of all production types and a special budget subsidy for maintaining breeding herds of goats and/or sheep.
