Public transportation fares in Kyiv will indeed go up in July: Deputy Yemets made a statement

Kyiv plans to raise public transportation fares. The Kyiv City State Administration (KCSA) is proposing to introduce a new fare starting July 15, according to "Komersant Ukrainian".

On May 18, the Kyiv City State Administration presented a proposal to raise fares on municipal transit. The cost of a single-ride ticket is proposed to be raised to 30 UAH, a monthly pass to 1,088 UAH, and an unlimited monthly pass to 4,875 UAH.

The Kyiv City State Administration explains that an economically justified fare for 2026 should be 64.60 UAH per metro ride and 44.14 UAH for surface transit. Currently, tickets cost 8 UAH. The last time fares in the capital were adjusted was in 2018.

Kyiv City Council member Leonid Yemets stated that the absence of a plenary session of the Kyiv City Council effectively leaves no time to consider the initiative to ban fare increases. His position is that if the Kyiv City Council does not convene by July 15, council members will not be able to politically stop or revise the decision before the expected date the new prices take effect.

“There will be no scheduled plenary session of the Kyiv City Council next week. This means that council members will not have the opportunity to consider my draft resolution to ban the fare increase. This means that starting on the 15th, the fare will cost 30 UAH. Get ready. Earn more,” reads the council member’s post on Facebook.

For many Kyiv residents, the fare increase represents a direct rise in monthly expenses during a time of war, inflation, and unstable incomes.

Critics of the increase are demanding that the city provide a detailed economic justification, transparent calculations, and compensation mechanisms. In particular, they are calling for protections for low-income residents, workers in critical sectors, students, pensioners without benefits, and people who cannot switch to remote work.

On June 18, the Kyiv City Council of Trade Unions appealed to the Kyiv City State Administration with a proposal to postpone the implementation of the new fares for six months. During this period, they propose developing a mechanism to compensate for transportation costs for public sector employees with the lowest incomes.

In the first phase, the unions propose raising the price to 20 UAH per trip. This fare is based on economic growth over the past 8 years.

City council officials have confirmed that the unions’ initiative to postpone the new fares is already under consideration.
