Subsidy for the non-heating season: who should contact the Pension Fund

The re-assignment of housing subsidies for the non-heating season is beginning in Ukraine. Most recipients who received assistance during the heating season will have their subsidies reallocated automatically. However, some citizens must submit an application and declaration to the Pension Fund of Ukraine. This was reported by "Komersant Ukrainian", citing the Ministry of Social Policy, Family, and Unity of Ukraine.
Who will have their subsidy reallocated automatically
For most Ukrainians who already received housing subsidies during the heating season, assistance for the non-heating period will be automatically reissued.
This is possible provided that the following have not changed in the household:
- family composition;
- the number of registered or actually residing persons;
- financial status;
- information affecting eligibility for the subsidy.
If such changes have occurred, they must be reported to the Pension Fund of Ukraine.
Changes must be reported within 30 days
The law requires that subsidy recipients notify the PFU of significant changes within 30 days of their occurrence.
This may include a change in household composition, the purchase of property, a change of residence, the addition of new registered individuals, or other circumstances that affect the granting of assistance.
Failure to report such changes in a timely manner may affect eligibility for the subsidy or result in the need to repay overpaid funds.
Who Must Apply to the PFU
To receive a subsidy for the non-heating season, you must submit an application and a declaration if:
- the person rents housing and pays for housing and utility services;
- the household includes internally displaced persons;
- fewer people actually live in the dwelling than are registered;
- the household is applying for a subsidy for the purchase of liquefied gas, solid, or liquid domestic fuel;
- the subsidy for the heating season was set at 0.0 UAH.
In these cases, automatic re-assignment may not occur, so you must contact the Pension Fund yourself.
If you submit an application in May or June
It is important to note that if an application is submitted within two months of the start of the non-heating season—that is, in May or June —the housing subsidy is still granted from the start of the season.
This means that a person will not lose their right to assistance for the first months of the non-heating period if they manage to submit the documents by the deadline.

How to submit documents for a subsidy
You can submit an application and declaration to the Pension Fund in several ways:

On the PFU e-services portal, select the option “Application for a housing subsidy or benefit.”
What is the non-heating season
The non-heating season is the period during which expenses for centralized or individual heating are not taken into account.
It usually lasts from May 1 to September 30.
During this time, the subsidy amount may be lower than in winter, as household utility costs decrease.
Why the subsidy might be 0 UAH
If a household was granted a subsidy of 0.0 UAH during the heating season, this does not necessarily mean a loss of eligibility for assistance. Often, it means that, given the household’s income and payment amounts, the subsidy was not actually calculated.
However, for the non-heating season, such households must reapply to the Pension Fund of Ukraine to confirm their eligibility for assistance.
What subsidy recipients should do
Those who have already received a subsidy should check whether any information affecting its eligibility has changed.
It is especially important to contact the Pension Fund if:
- a member of the household has moved out or returned;
- the number of registered persons has changed;
- fewer people are actually living in the home;
- IDP status has been granted;
- a lease has been signed;
- a subsidy for solid fuel or liquefied gas is planned.
