Five regions are without power: where restoration may take longer

Following new Russian attacks, some consumers in five regions of Ukraine were left without electricity. At the same time, there are no plans to implement nationwide rolling blackouts on August 12. The Ministry of Energy explained where the situation remains most critical and why localized power outages are possible. On Wednesday, August 12, some consumers in five regions of Ukraine remain without power due to hostilities and Russian strikes on energy infrastructure.
Power outages have been reported in:
- Donetsk Oblast;
- Dnipropetrovsk Oblast;
- Odesa Oblast;
- Kherson Oblast;
- Kharkiv Oblast.
Utility workers are working around the clock to restore power to all customers as quickly as possible. Emergency repair work on damaged facilities is ongoing 24 hours a day.

Where the Power Situation Is Most Severe
As of August 12, the situation in the Odesa region remains the most critical. Overnight, Russian troops again attacked the region’s energy infrastructure facilities.
Emergency crews are working to repair the damage caused by the attack. The Ministry of Energy has not reported exactly how many consumers are without power or when power will be restored to all customers.
The time required for restoration depends on the extent of the damage, the security situation, and the ability of utility workers to reach the attacked facilities.
In areas located near the front lines or the state border with Russia, repair work may be complicated by repeated shelling.
Will rolling blackouts be implemented on August 12?
Despite power outages in five regions, no nationwide electricity consumption restrictions are expected on August 12.
This means that there are currently no plans to implement hourly power outage schedules for the general public nationwide. At the same time, local emergency power outages may occur in settlements affected by the attacks.
The Ministry of Energy has urged Ukrainians to follow announcements from their distribution system operators—regional power companies.
It is the local power companies that publish:
- the addresses of emergency outages;
- a list of affected communities;
- the estimated time for completion of repair work;
- notices regarding the implementation of power schedules;
- changes to outage schedules and times;
- information about damage to local power grids.
Why People Are Being Asked to Conserve Electricity
Although no power outage schedules are forecast for August 12, the Ministry of Energy has urged people to use electricity sparingly during peak hours—in the morning and evening.
During these times, electricity consumption rises simultaneously in apartments, homes, offices, and businesses. Following the attacks, some power generation and grid equipment may be operating at reduced capacity, so a sharp increase in demand makes it more difficult to balance the power system.
To reduce consumption during peak hours, it is advisable to avoid running the following appliances at the same time:
- the washing machine and dishwasher;
- a water heater;
- an electric oven;
- air conditioner;
- an electric kettle;
- other high-power electrical appliances.
If possible, try to use energy-intensive appliances during the daytime.
