The “Passport Service” has changed the rules for signing up for the electronic queue

“Passport Service” centers are introducing a new procedure for joining the electronic queue. Starting June 22, 2026, when booking an appointment, users will need to verify their identity through the National Bank of Ukraine’s BankID system. This was reported on the website of the state-owned enterprise “Document,” according to "Komersant Ukrainian"

The new system will initially operate in test mode. The state-owned enterprise “Document” explained that the identification process is intended to make access to the electronic queue more transparent and prevent speculation and abuse of appointment slots.

What has changed when booking a spot in the electronic queue

Previously, to reserve a spot, users selected a center, service, date, and appointment time, then confirmed the reservation via phone number.

Now, when making a reservation, the system will additionally prompt users to verify their identity via the NBU’s BankID.

Identity verification will take place directly during the appointment booking process, rather than during an in-person visit to the center.

After successfully completing the procedure, the user will be able to continue the booking process and select available dates and times.

Why was BankID verification introduced?

The State Enterprise “Document” stated that the changes are aimed at ensuring equal access to passport services for citizens.

“This step is part of our strategy to ensure transparent, fair, and as convenient as possible access to services, which completely eliminates speculation or abuse of appointment slots,” the agency explained.

Due to high demand for passport processing, available slots in the electronic queue often fill up quickly.

Additional identification is intended to prevent automated booking, the creation of a large number of appointments by a single person, and the potential resale of appointment slots.

What Is the NBU’s BankID

The NBU’s BankID is a state-run remote electronic identification system.

It allows users to verify their identity through a bank where they have an account and have had their documents verified.

During authorization, the bank transmits a standardized set of data to the service, which is necessary to verify the user’s identity. The user independently confirms consent to the transfer of this information.

BankID is used to access government, administrative, financial, and other services online.

How to Schedule an Appointment Under the New Rules

To book an appointment, you need to:

  1. Go to the official website of the “Passport Service.”
  2. Open the “Electronic Queue” section.
  3. Select the country, city, and desired center.
  4. Specify the passport or administrative service.
  5. Select an available date and time.
  6. Proceed to identity verification via the NBU’s BankID.
  7. Select your bank from the list.
  8. Log in to your banking app or online banking.
  9. Confirm the data transfer.
  10. Complete the reservation and save the message with the ticket number.

The order of individual steps may vary depending on how the service operates in test mode.
