Ukraine to Restrict Truck and Lorries Traffic: Who Will Be Allowed to Drive Even During the Ban

Ukraine is introducing “summer” traffic restrictions for heavy-duty vehicles. However, these seasonal changes do not apply to some drivers. This is stated in a press release from the State Agency for Infrastructure Restoration and Development of Ukraine, according to "Komersant Ukrainian".
“Due to rising air temperatures, seasonal traffic restrictions for heavy-duty vehicles have been introduced on national highways,” the statement reads.
The restrictions will apply to heavy-duty vehicles with a gross vehicle weight exceeding 24 metric tons and an axle load exceeding 7 metric tons when air temperatures exceed 28°C.
“These measures are necessary to preserve the road surface during hot weather, as asphalt concrete becomes more vulnerable to loads at high temperatures,” the statement said.
Appropriate road signs and information boards will be installed on state highways as well as on major logistics routes.
“In cooperation with the National Police, Ukrtransbezpeka, local authorities, and road service facility owners, temporary parking areas for heavy-duty vehicles are being designated for the duration of the restrictions,” the statement said.

Who is affected by the changes and under what conditions
Experts explained that the restrictions apply to:
- heavy-duty vehicles;
- if their actual weight exceeds 24 metric tons;
- if the axle load exceeds 7 metric tons.
Drivers of such vehicles will not be allowed to travel on certain roads when the air temperature exceeds 28°C.
What Drivers Should Do During Heat Waves
The State Agency for Infrastructure Restoration and Development has announced that, during the period when these changes are in effect, the following will be installed on state highways and major logistics routes:
- appropriate road signs;
- information boards.
Meanwhile, drivers and carriers are asked to:
- take temporary restrictions into account when planning routes;
- comply with the requirements of road signs.
It is also specified that, for the duration of the restrictions, temporary parking areas will be designated for heavy-duty vehicles (where drivers can wait for conditions more favorable for continuing their journey).
These locations will be determined jointly by the National Police, the State Service of Ukraine for Transport Safety (Ukrtransbezpeka), local authorities, and owners of roadside service facilities.

Who Is Exempt from the “Summer” Restrictions
The traffic restrictions introduced across Ukraine due to the heatwave will not apply to drivers of vehicles that:
- are responding to emergencies;
- transport dangerous goods;
- are transporting perishable goods;
- transport live animals and poultry;
- are carrying out military transport;
- transport cargo for defense purposes.
