Fines for overloading trucks have been cut by nearly half

This year in Ukraine, WIM systems recorded 1,388 violations related to overloading, totaling 19.2 million UAH, which is 1.8 times less than during the same period in 2025.

These figures were provided by “OpenDataBot,” according to "Komersant Ukrainian".

Where violations occur most frequently

According to Ukrtransbezpeka, automatic weigh-in-motion (WIM) systems for monitoring the weight of moving freight vehicles recorded nearly 1,400 violations totaling 19.2 million UAH over the first five months of 2026.

The average fine increased slightly to 13,800 UAH. The highest number of violations was recorded in the Dnipropetrovsk, Vinnytsia, and Poltava regions. Currently, 62 WIM systems are in operation in Ukraine, with the largest number located in the Kyiv region.

“While last year an average of about 480 citations were issued each month, that figure has now dropped to 280. This trend has been observed for several years in a row following the record figures recorded in the system’s early years,” analysts note.

WIM complexes began operating in Ukraine in October 2021, OpenDataBot notes. The system demonstrated exceptionally high results as early as its first few months: 3,932 citations were issued in December 2021, and another 3,728 in January 2022.

At the start of the full-scale invasion, the WIM systems were not operational; consequently, there were almost no fines issued during that period.

“Since the start of the full-scale war, July 2023 set a record, with the systems recording 2,859 violations. Overall, 2023 was the peak year for the WIM system: 12,993 citations were issued that year, and the total amount of fines reached 196.2 million UAH,” the statement reads.

However, a gradual decline began after that. For example, weight control systems recorded 5,800 violations for the entire year of 2025. This is almost as many as were recorded during the first three months of the system’s operation in 2021.

The total amount of fines in 2025 was the lowest among all full years of the WIM system’s operation—76.2 million UAH, analysts note.

“OpenDataBot” notes that the average fine for January–May 2026 was 13.8 thousand UAH, while for 2025 it was 13.1 thousand UAH. The highest average fines were recorded in 2021 and 2022—22,000 UAH and 20,400 UAH, respectively.

“The highest average fine for January–May 2026 was recorded in the Kirovohrad region—about 20,000 UAH. However, there were few violations there: only five citations in five months. Lviv Oblast took second place with an average fine of about 19,000 UAH,” the report states.

Dnipropetrovsk Oblast led in the number of citations issued this year—181 citations—with fines totaling 2.75 million UAH. Next were Vinnytsia Oblast with 159 citations totaling 2.17 million UAH and Poltava Oblast, where 155 citations totaling 2.24 million UAH were recorded.

“Although the number of fines is decreasing in most regions, it is rising rapidly in the Mykolaiv region. This year, the region has already recorded four times as many citations as during the same period last year,” analysts note.

According to the Information and Analytical Center for Road Infrastructure, there are currently 62 WIM systems in operation in Ukraine. The Kyiv region has the most of these checkpoints—8.

About the System and Monitoring

WIM is a system for automatically weighing vehicles in motion, which allows trucks to be weighed without stopping. If dimensional and weight limits are exceeded, vehicle owners are subject to fines.

At the same time, WIM serves not only a fiscal function but is primarily aimed at protecting highways. Overloaded trucks can quickly damage the road surface, while the cost of major repairs to a single kilometer of highway amounts to tens of millions of hryvnias. The use of such systems extends the service life of roads by an average of 15–20%.

Dimensions and weight control is carried out using sensors embedded in the road surface. The system records the vehicle’s weight while in motion, as well as its speed, dimensions, and license plate numbers using cameras. All information regarding potential violations is transmitted to the data processing centers of the Agency for Road Reconstruction and Ukrtransbezpeka for further analysis.
