Biopharma to Launch a Plant in Romania: The Company Has Announced the Project’s Cost

The biopharmaceutical company “Biopharma” plans to launch a plant in Arad, Romania, in late 2027, with an initial investment of 85 million euros, the company’s president, Kostyantyn Yefimenko, told the Interfax-Ukraine news agency, according to "Komersant Ukrainian".

“We have already finished constructing the building, and by September 1 we will complete the installation of all utilities. We have already ordered the filling line. By the end of June, we will sign contracts for the reactor equipment and all other process equipment. We’ll start operations in December 2027,” Yefimenko said.

The initial investment in the plant in Arad is 85 million euros; the Romanian project as a whole will consist of four phases of varying sizes. Total investment in the plants in Uzhhorod and Arad is approximately 500 million dollars.

He noted that the company’s development is not focused on a single project.

“Bila Tserkva is our flagship plant. We’re not shifting our focus; we’re developing all of them—Uzhhorod and Arad—and we’ll continue to build in Latin America,” said Yefimenko.

Yefimenko also explained that Biopharma plans to build a plant in Romania, but this is not part of a strategy to reduce dependence on Ukraine, but rather a way to “increase revenue.”

“We’ve already reached a processing capacity of nearly 300,000 liters of plasma, the company’s revenue is just over $100 million, and we need to triple the company’s revenue within four years. But we won’t be able to increase capacity any further; we need to build a new plant. The new plant must be ready by 2027. To ensure it’s ready by 2027, we need to start tomorrow,” he said.

At the same time, Yefimenko noted that attracting investment to Ukraine is currently hampered, in particular, by issues related to war risk insurance and the repatriation of dividends.

“This issue concerns Biofarm, but not that much, because we are deeply rooted here in Bila Tserkva, in this land. We’re already here, and we’ll stay here. But I’m concerned about other investors coming here, because the question will arise: who needs our country?” he said.

As previously reported, Biopharma plans to launch the first phase of its plant for the production of pharmaceutical products and immunobiological preparations in Uzhhorod in September 2026, which will provide a full cycle of blood plasma processing. The company has already invested 67 million euros in construction; the total cost of the first phase is 75 million euros. According to the plan, the volume of blood plasma-based pharmaceuticals produced in Uzhhorod will be twice that of production in Bila Tserkva and will amount to up to 1.5 million liters of blood plasma per year. The project in Romania is twice as large.

Company representatives stated that Biopharma exports its products to dozens of countries and plans to expand its presence in Europe, the Middle East, and Latin America, while continuing to increase its production capacity.
