Pension payments may be suspended: who needs to go through the mandatory procedure

To receive a Ukrainian pension, citizens who resided in the temporarily occupied territories or left them must confirm that they have not received payments from Russian pension authorities. The press service of the Pension Fund of Ukraine explained how to submit such a notification and whether it needs to be updated, according to "Komersant Ukrainian"
The notification is submitted only once. There is no need to repeat the procedure every year unless circumstances have changed.
Who is affected by this requirement
Ukrainian citizens who meet the following criteria must notify the Pension Fund that they have not received a Russian pension:
- reside in the temporarily occupied territory;
- left the temporarily occupied territory during the occupation;
- are applying for a pension;
- are reinstating or extending their pension payments;
- receive insurance benefits and meet the relevant legal requirements.
Ukrainian pensions are paid to such citizens provided they do not receive pension payments from Russian authorities.
Reasons for Suspending Pension Payments
The Pension Fund must receive confirmation that the person is not receiving a pension from the aggressor state.
If no such notification is provided, the Pension Fund of Ukraine (PFU) has no confirmation that the condition established by law has been met. As a result, payments may be suspended until the necessary information is submitted and the data is verified.
Pensioners who have not yet complied with this requirement are advised not to delay contacting the Fund.

How to Notify the Pension Fund Online
The most convenient way is to use the Pension Fund of Ukraine’s e-services web portal.
To do this, you need to:
- Log in to your personal account on the PFU portal.
- Authenticate using a qualified electronic signature or “Diya.Signature.”
- Open the “Remote Notification” section.
- Check the box indicating that you are not receiving a pension from another country, specifically from the pension authorities of the Russian Federation.
- If necessary, also confirm that you do not receive insurance benefits from another country.
- Save the notification.
After that, the information is sent to the Pension Fund electronically.
Can I report this during video identification?
Yes, you can report that you do not receive a pension from the Russian Federation during the video identification process.
A Pension Fund employee records this information during the video call. It is taken into account in the decision made following the identity verification process.
This method is convenient for citizens who are in the occupied territories, abroad, or unable to visit a service center in person.
How to Submit a Notification by Mail
A pensioner may send a notification to the local office of the Pension Fund by mail.
The notice may be written in any format, stating that the person is not receiving a pension or insurance benefits from Russian authorities.
A document certifying that the person is alive may be attached to the application if it is required for the relevant procedure.
Documents must be sent to the regional office of the Pension Fund of Ukraine where the pensioner is registered.
Can I submit the application in person?
You can also submit the application in person at any convenient Pension Fund service center.
When submitting the application, you must have a valid ID and any other documents that may be required to verify your pension file.
A Fund employee will help you complete the application and enter the information into the system.
What to Include in the Application
In an application for the assignment, reinstatement, recalculation, or extension of a pension, you must indicate that the person:
- does not receive a pension from the pension authorities of the Russian Federation;
- does not receive insurance benefits from Russia, if applicable;
- will notify the Pension Fund of Ukraine if circumstances change in the future.
