Yesterday, Ukrainian President Volodymyr Zelenskyy issued a decree establishing special security measures for the duration of the military parade on May 9, 2026, in Moscow, according to "Komersant Ukrainian"
Document No. 374/2026 was published on the president’s website and provides for the temporary exclusion of Red Square from the area where Ukrainian weapons may be used during the event—starting at 10:00 a.m. Kyiv time.
The decree specifies a specific “territorial square” of Red Square with GPS coordinates.
These coordinates indeed delineate Red Square. The points, in particular, lie along the perimeter of the square between:
- the Kremlin
- GUM
- St. Basil’s Cathedral
- the Historical Museum.

As a reminder, Ukrainian President Volodymyr Zelenskyy signed a decree allowing a parade to be held in Moscow on May 9, 2026.
The decree came amid a statement by U.S. President Donald Trump regarding a three-day ceasefire between Ukraine and Russia. According to him, the ceasefire is to be in effect on May 9, 10, and 11, and also provides for an exchange of prisoners of war on a 1,000-for-1,000 basis.
Trump stated that the initiative came directly from him, and that the presidents of Ukraine and Russia allegedly supported this proposal. According to the U.S. president, the ceasefire should include a cessation of all hostilities and a large-scale prisoner exchange.
Ukrainian President Volodymyr Zelenskyy confirmed that a prisoner exchange in a 1,000-for-1,000 format is scheduled for May 9. He also confirmed a ceasefire with Russia for May 9, 10, and 11.
According to Zelenskyy, Ukraine received Russia’s consent to the exchange as part of the negotiation process mediated by the U.S.
Earlier, Zelenskyy reported that the Russian side had violated the ceasefire that Ukraine had declared starting May 6. The initiated “ceasefire” was supposed to begin on the night of May 5–6; however, according to the Ukrainian side, Russian troops continued their attacks.
New reports of shelling, assaults, and drone strikes, according to the president, confirm that Russia’s claims of a ceasefire were not actually implemented on the front lines.
