The government has updated the rules governing the state reserve: who will receive food supplies

The Cabinet of Ministers of Ukraine has authorized the prompt and free distribution of food from the state reserve to hospitals, schools, kindergartens, residential care facilities, and socially vulnerable citizens in cases of urgent need. This was reported by the press service of the Ministry of Economy of Ukraine, according to "Komersant Ukrainian"
What exactly did the government authorize?
The Cabinet of Ministers adopted a decision allowing the use of food from the state reserve to support the social sector and the population.
This involves the free transfer of food in cases of urgent need to:
- hospitals;
- schools;
- kindergartens;
- nursing homes;
- socially vulnerable citizens.
This decision will allow for faster delivery of food to institutions that work with children, patients, the elderly, and other vulnerable groups.
What products can be distributed
The government has amended Resolution No. 328. These amendments allow regional military administrations and the Kyiv City Military Administration to distribute food products made from grain from the state reserve.
This includes, in particular:
- flour;
- cereals;
- pasta;
- baked goods.
These products can be used to meet people’s needs under martial law.
How much wheat is in the state reserve
According to the Ministry of Economy, as of early 2026, approximately 14,000 tons of wheat from the state reserve are stored in the regions.
If necessary, this grain can be quickly used to produce food and supply the population.

Who will make decisions at the local level
The following entities will be able to distribute food from the state reserve to meet the needs of the population:
- regional military administrations;
- the Kyiv City Military Administration.
They will be able to allocate food products made from reserved grain to support social services and vulnerable groups.
How this will help hospitals and schools
For hospitals, schools, kindergartens, and boarding schools, a stable supply of food is critical. These institutions provide meals for large numbers of people every day.
The transfer of food from the state reserve can help:
- avoid disruptions in food supply;
- maintain the operation of social institutions;
- respond quickly to crisis situations;
- ensure a minimum food supply;
- reduce the burden on local budgets in emergencies.
Reform of the State Reserve
The government is also continuing to reform the state material reserve system.
The former State Reserve Agency, a legacy of the Soviet system that had proven ineffective in managing reserves, was previously dissolved.
Instead, a new State Agency for Reserve Management of Ukraine has been established.
How goods will be procured for the state reserve
The procurement of goods for the state reserve must take place exclusively through electronic auctions.
This is intended to make the system more transparent and reduce the risk of abuse during the formation of reserves.
The new agency will be responsible for:
- developing a list of goods;
- determining reserve accumulation standards;
- building up stockpiles;
- the use and release of reserves;
- reviewing material needs.
What the changes mean for the regions
For the regions, this decision means greater flexibility. In the event of an emergency, local authorities will be able to access products from the state reserve more quickly and distribute them to those in need.
This is particularly important for frontline, de-occupied, or shelling-affected areas, where logistics can be complicated.
