Following attacks by Ukrainian drones: major oil refineries in Russia have partially or completely halted operations

Following attacks by Ukrainian drones over the past few days, virtually all major oil refineries in central Russia have been forced to fully or partially halt fuel production, "Komersant Ukrainian" reports, citing Reuters.

The total capacity of the oil refineries that have fully or partially halted operations exceeds 83 million metric tons per year, or about 238,000 tons per day. This accounts for approximately a quarter of Russia’s total oil refining capacity.

It is also noted that the combined share of these enterprises in fuel production exceeds 30% for gasoline and about 25% for diesel fuel.

“The strikes, which also hit pipelines and storage facilities, have reduced oil production in Russia—the world’s third-largest producer after the U.S. and Saudi Arabia—putting further pressure on Moscow’s federal budget, where oil and gas taxes account for about a quarter of revenue. Among the affected refineries are Kirishi in western Russia, the Moscow Refinery, as well as facilities in the Nizhny Novgorod region on the Volga, Ryazan, and Yaroslavl,” the report states.

In particular, the Kirishi refinery, with a capacity of 20 million metric tons per year, has been completely shut down since May 5, according to sources. Another large refinery—Nizhegorodnaftorgsintez (NORSI), with a capacity of 17 million tons per year—was attacked on May 20. It is unclear whether the facility has managed to maintain partial operations.
