He handed over six facilities in Poltava and Lubny to a company: the former head of the municipal enterprise will spend more than three years behind bars

On June 5, 2026, the High Anti-Corruption Court (HACC) handed down a verdict against the former acting director of the municipal enterprise “Poltavapalyvo.” He was charged with abuse of office, which resulted in losses of 12.7 million hryvnias for the local community.

This is stated in the court’s verdict, as reported by "Komersant Ukrainian".

The former director was found guilty of committing a criminal offense under Part 2 of Article 364 of the Criminal Code of Ukraine.

He was sentenced to 3 years and 4 months in prison. In addition, he was barred from holding positions involving organizational, managerial, administrative, or economic functions for a period of one year, and was fined 8,500 hryvnias.

The verdict may be appealed within 30 days of its pronouncement.

Case Details

During the pre-trial investigation, it was established that the former director, acting without the permission of the Poltava Regional Council and in violation of the enterprise’s charter, entered into an agreement with a private company to provide repayable financial assistance in the amount of 1.89 million hryvnias.

Knowing in advance that the municipal enterprise would be unable to repay these funds, he signed an agreement obligating the enterprise to repay the debt by October 1, 2020, or to transfer real estate to the private company.

The acting director, acting alone and without the owner’s consent, transferred municipal property to the private company.

Six industrial buildings with auxiliary structures, located in Poltava, Kremenchuk, Lubny, and three other settlements in the Poltava region, with a total value of 1,794,874 hryvnias, were transferred to private ownership.

Difference in Value

The final conclusion of a comprehensive judicial appraisal, construction, and economic expert analysis showed that the market value of this property amounts to 14,526,029 hryvnias. Thus, the community suffered significant losses due to the actions of the former head.

The investigation was conducted by detectives from the National Anti-Corruption Bureau of Ukraine (NABU) in conjunction with the Special Investigations Department (SID) under the procedural supervision of prosecutors from the Special Anti-Corruption Prosecutor’s Office (SAPO).
