Military spending will increase significantly: The Cabinet of Ministers is proposing that the Verkhovna Rada revise the 2026 budget

The Ukrainian government has allocated nearly 175 billion hryvnias for increased payments to military personnel in the draft amendments to the 2026 state budget, according to the Ministry of Defense’s press service, as reported by "Komersant Ukrainian".

The increase in spending was made possible by the approval of a 90 billion euro loan from the European Union for 2026–2027.

This year, Ukraine is set to receive 45 billion euros in support, of which 31.8 billion euros will go toward national defense and security, and another 13.2 billion euros will be used to cover the budget deficit. The first tranche is scheduled for June.

Overall, state budget revenues will increase by more than 2.2 trillion hryvnias—primarily thanks to international support and additional revenues generated through the implementation of Ukraine’s Plan.

Where will the additional funds go?

The additional 1.56 trillion hryvnias for the security and defense sector will be allocated to:

  • salaries for military personnel – 174.3 billion hryvnias;
  • development of weapons and military equipment – 1.37 trillion hryvnias;
  • a reserve for the security and defense sector – 14.6 billion hryvnias.

Separately, additional resources are allocated for the development of Ukraine’s defense industry, the modernization of equipment, and the expansion of domestic weapons production.

“The Ministry of Defense of Ukraine, together with the General Staff of the Armed Forces of Ukraine and the Ministry of Finance, is working to identify opportunities to ensure the best possible support for the Armed Forces of Ukraine and to enhance the army’s capabilities,” the Ministry of Defense stated.

New Guarantees for Military Personnel

As a reminder, a series of decisions regarding social protection for military personnel and their families have recently been adopted in Ukraine. In particular, the Verkhovna Rada amended legislation governing work, leave, and pay during martial law.

New compensation payments for health damage were also introduced for certain categories of servicemembers.

In addition, the government has expanded the list of benefits, under which families of missing servicemembers are now also entitled to receive appropriate financial support.
