194 apartment buildings have been identified for major renovation. How they were selected

The Ministry of Communities and Territories Development of Ukraine has approved the results of the selection of clusters of apartment buildings as part of the Housing Repair for Empowerment (HOPE) project. This was reported by the Ministry, "Komersant Ukrainian" reports.
The HOPE project involves the design and overhaul of apartment buildings partially damaged by the armed aggression of the Russian Federation.
How the houses were selected
For convenience, the houses were grouped into clusters according to the similarity of damage, which is important for the systematic organization of further work.
The selection process was carried out using the DREAM ecosystem in compliance with the principles of transparency and objectivity. The Suitability Tool developed by City Planning Labs was also used in the selection process. This is special software recommended for use by the World Bank, which allows for a comprehensive and unbiased assessment of the selection results using a geospatial approach.
The selection process included the following key steps:
– collection of data on the location and technical condition of buildings through the DREAM platform;
– verification of eligibility criteria, including the extent of damage, safety of living, access to communications, land ownership, and assessment of potential environmental impacts
– spatial analysis by mapping the apartment buildings;
– cluster formation – grouping of buildings located in close proximity to each other, taking into account possible physical obstacles.

How many houses and where exactly will be rebuilt
The project covers 194 apartment buildings (ABs) grouped into 59 clusters within 5 territorial communities:
Mykolaiv City Territorial Community: 21 clusters (54 MFBs);
Zaporizhzhia city territorial community: 3 clusters (10 BCBs);
Izyum city territorial community: 10 clusters (22 CBBs);
Bucha urban territorial community: 17 clusters (79 CBBs);
Makarivska settlement territorial community: 8 clusters (29 MFBs).
It is planned to improve living conditions for more than 7,200 households.
What is known about the HOPE project
The Housing Repair for People’s Empowerment (HOPE) project is sponsored by the World Bank.
on September 5, 2023, an agreement was signed between the Ministry of Finance of Ukraine and the World Bank, which provided for the provision of initial financing in the amount of USD 232 million.
The goal of the project was to create the right conditions for the return of Ukrainians to the combat-affected areas in the liberated regions of Ukraine.
The project consists of two components. First, it includes compensation through the state program eRestoration. Under this program, more than 133,000 applications for compensation for damaged housing have already been received. Of these, payments have already been made to more than 87,000 citizens for a total of UAH 9.26 billion.
The main goal of the second component of the HOPE project is to carry out major repairs of multi-apartment residential buildings. As part of this component of the project, 194 apartment buildings have already been identified in Zaporizhzhia, Izyum, Mykolaiv, Makariv, and Bucha. Project documentation will be developed for the buildings with grant funds that will meet all the requirements for energy efficiency and mandatory inclusiveness. After that, work will be carried out to restore them.
